Heavy Monrar Carriaces.—The ordnance department of the army has at last succeeded in making a contract for the construction in this country of the Easton and Anderson spring return carriages for the twelve-inch breech-loading rifled mortars intended for harbor defense. A great deal of work is being done which the public know nothing of. The democratic national committee is working with the national association. Calvin 8 Brice as chairman of the national commitiee has been directing the work of the national association, but he is going to Europe, and at a conference held in New York a day or two ago it was decided to place the management of the party organiza- tion in the hands of Mr. Gorman, who, in an advisory capacity, is directing the work of the national association. It may be a significant fact for those who are trying to figure out what attitude Mr. Cleve- Innd stande in with relation to Mr. Gorman and the national organization of the party that the ex-President is consulted abont all important matters relating to the coming national cam- paign. Friendsof the two men say that there is not the least friction or antagonism between | Gorman and Cieveland. The board appointed by Secretary Tracy to consider the matter of the stagnation of naval | promotions, its cause and possible remedies met at the Navy Department today for organiza- tion, Capt. R. L. Phythian is chairman. It is understood that the board proposes to collect | data and make suggestions that will aid the | Secretary in the preparation of the statement that Le proposes to inake before Senator Cam- Congress with the recommendation of such new legislation as may be necessary to encour- age and benefit the personuel of the navy. The | board's operations are avtracting good deal of | attention among ofiicers, and there is some fear | on the part of those without strong influence \that ‘the result of the deliberations will be a recommendation that the principle of selection as opposed to seniority be adopted in making promotions.
