A bench warrant was issued, on which he was brought into court and gave bonds. Mr. Richards was an employe of the census office and had in his the reports mentioned in the indictment. In a report to the office they were mentioned, and when the office asked for the detailed he declined to produce them. The matter was brought to the attention of the De ent of Justice and referred to the District attorney's office and the indictment followed.
