As a local NEWS paper and Advertising Medinm it has me competitor. = The federal principle has been just extended toa dependency of a dependency, the Cook Island group belonging to New Zealand. This principle that the Greeks could not hold very long, which even eluded the Anglo-Haxon na- ‘tions of the heptarchy eventually and the older German principalities and free cities, and which Switzerland and the United States have popularized in the modern world, is getting to be the chief corner stone of political progress. And yet it should not be forgotten that the principle works ill except among those tribes oz nations that have used it in some form immemori- ally.
