THE RVENING STAR has a regular and permanent circaintion in Washington three thwes larger than that of any other paper fm the city. As a local NEWS puper and Advertising Medium it bas so competitor. SS Philadelphia is to hive a free city library efter the pattern of the Boston Free Library. ‘The Pepper bequest, amounting to nearly 250,000, furnishes the foundation. It is ex- pected that this bequest will attract new gifts and cause the association of older libraries with the new enterprise. The Philadelphia Press says on the subject: ¢ “Boston spends on its library $70,000 a year. Newark begun a year ago to tax itself on a lib- eral scale for a library. Hartford, but a small .. in May, last year, raised 000 subscriptions for a Chicago has two gri free libraries, each with an en‘iowment of over $2,000,000, and the city is beside contributing liberally.’ The best plan of ail has been fol- lowed in Paris, where free libraries bave beon opened through the eighty quarters of the town, gradually increasing until in 1885 they numbered fifty, with « circulation of 1,031,167 yolumes, and are today much more numerous. It ought to be possible through the corpora- tion now orgenized to unite the weak and seat- tered libraries of Vhiladelphia in one coherent organization, #0 that a great central library aball be accessible through a score of branches to all parts of the city.” Washington, too. needs a free circulating Ubrary and reading rooms, open in the even- ing. In the surplus books of the Congressional Library or by concentration of the depart- mental cirenlating libraries or through the use of both resources the capitel has a great wealth of material which cau be thus utilized. Who is the benefactor whe will supply a Pepper be- quest for Washington. or, better, contribute of hue wealth in his lifetime to put the free library project upon its feet, and associate his name with a public benefaction, that will re- fleet honor upon him among the successive generations who will profit by his act? Wash- ington mast have such a library and will secure it in some way, after a long struggle it may be, even if the public-spirited citizen, now sum- moned, fails to put in an appearance. — ‘The annual excampment of the G.A.R. meets in Detroit in August, and Washington will be represented there by a delegation from the posts of this city which should be backed by every resident of the District in its efforts to secure the next meeting for the na- tional capital. Of all cities in the Union, aside from the fact that this is the capital and is the most interesting city in the country by reason of its public buildings, &c., Washington is the one city appropriate for a rennion of all the old soldiers who fought in 1461-65. Here the war really began before the first sbot was fired on Fort Sum- ter, here the great campaigns centered, here was fired the last shot, practically, and here the grand review was held. Lying on the very border of the two sections at war, about it were fought many of th>grvatest battles, and it was nearer than any other of the large cities to the confederate eapital. The ol.l soldiers who would come here, and it is safe to say that all would come who could possibly do 0, would find in Washington and in the battle- fields within two or three hours’ ride of it more to interest them than in any other possible point. Washington has ample accommodations for all who may come, and she has streets and avenues for review and marching which far excel those of any city in the land. Materially and historically Washington has the first right to a G. A.
