NOYES ‘THE EVENING STAK has the fullest Leeal Cireslation of any Newspaper in the World, and as an Advertising Medium is worth more than all the ether papers pablished in Washington. Extensive preparations are making in Switzerland for celebrating this year the forma- tion of the perpetual league in 1291 between Uri, Schwyz and Unterwalden, the Forost Can- tons. This was the germ of the permanent confederation of the Swiss people, supposed to have been based upon a temporary league framed in 1246 oran earlier one. The con- federacy as first formed did not proclaim abso- Iute independence. Itwas, however, the Magna Charta of Switzerland. To the three Forest Cantons—the first Eidgenossenschaft—adhered Lucerne in 1332, Zarich in 1351, and other can- tons, until the number reached eight and then thirteen and finally, as at present, twenty-two. There iss marked parallelism between the bis- tory of the Swiss confederation and that of the United States in this respect, that both con- federations were at first loose leagues chiefly for defensive purposes, and both have found it important to invest afterward in the bund or federal government greater and greater powers. With six hundred years of national liberty, following immemorial ages of more or less complete local antonoms, if Switzerland has not more than most peoples, ancient or mod- ern, to celebrate then freedom itself is « farce. From Morgarten and Sempach to the present this great little people has illustrated the worth of human character in its highest ran of excellence. The geographical position of the Swiss no doubt had something to do in saving their land from the spoiler, but it was on the strong arm and “th’ unconquerable mind” of the people that salvation mainly de- pended. “Freedom's holy flame” has never on this earth burned more bright than in the mountains and on the lake margins of beauti- ful Switzerland. It is, proudly let it be often repeated, the singular felicity of two peoples to have borne longest aud most continuously the banner of political freedom—the English- speaking race and the small cantons of the Swiss confederation. The latter's approaching sixth hundredth anniversary is an event of lively interest not only to themseives, but also to every true Englishman, every genuine American and every Australian in whose bosom is the spirit of the founders of the new Australian commonwealth. —— ‘The various plans that have been discussed in Tux Stam and elsewhere for improving the character of the immigration to this country have been adopted, ut least in lavge part, by the general government and mentioned in the circular just issued from the Treasury Depart- ment as the government program on the sub- ject. ‘The commission of inquiry, the assump- tion by the government of entire responsibility under the immigration laws, and a preliminary inspection in the foreign country of all intend- ing immigrants are three points of interest. Now if the steamship lines will co-operate, as their representatives say they will, in carrying out the system the expected legislation of the next Congress, with the increased vigilance of the executive branch, will give to the republic the safeguards so much needed. —— ‘The suggestion by “A Constant Reader” in yesterday's Stan that the trees and plants about the parks of the city be labeled with common and botanical names is one to be fol- lowed to accomplishment. One of these parks is said to contain a greater vfriety of trees and plants than any other park in the world. So also in the grounds of the Agricultural Depart- ment, where, it is alleged, is a field especially valuable to the student of botany by reason of the number of specimens it contains, the label is almost if not quite entirely absent. - —s — Banks are banks. and whether at Tranby or Philadelphia it depends on the playing whether there will be an honest outcome of the game. ‘The Marshs and Sir William Gordon Cummings differ merely in the incentives for cheating, the one wanting the money in large sums for the fun of using it, the other in small sums for the fun of making it. se The uninterrupted imperialist banquet at Paris shows that there is hardly enough im- perialism in France to be regarded by the re- publican government.
