THE EVENING STAR has the fullest Local Cirealation of any Newspaper in the Werld, nnd as an Advertising Medium fe worth mere than all the ether papers published in Washington. ee ‘The United States Supreme Court decide ‘nanimously that the original package law of Congress is constitutional. This ought, at least for the present generation, to take the original package out of chancery, where it has been so long and tosuch manifest public inconyen- fence. The late legislation of Congress iv de- clared to hare been valid and to have gone into effect in the prohibition states without the necessity of re-enacting state prohibitory laws. The decision proceeds upon the ground that while the police power is in the state the power to regulate commerce ia solely in the general governmentand it is an essential part of that regulation to prescribe the regular means for accomplishing the intro- duction and incorporation of articles into and with the mass of property. In the closing par- agraph it is held that this is not the case ofa Jaw enacted in the unauthorized exercise of power exclusively confided to Congress, but of Slaw which it was competent for the state to pass, but which could not operate uponjarticles, occupying # certain situation til the passage of an act of Congress. The act removes the obstacle. Jurisdiction attached, not in virtue of the laws of Congress, but be- cause that law placed the property where Jarisdiction could attach. Perhaps the opinion ‘as pronounced by the Chief Justice does not clear up all -difficulties, but the unanimous Judgment of the court in favor of the right and power of Congress in the matter, notwith- standing some differences in the reasoning by which the conclusion is reached, constitutes @ great legal victory for the prohibitionists. = Ss Spain has a baby king and a Woman regent. She has, besides, an able republican leadership ‘that having once had its toos frost-bitten is in no barry to repeat ita folly. Monarchie Spain might well profit by the example of democratic Spain and do nothing rash. The talk of a Spanish fleet hovering ner Portugal and o Spanish army lying on the Portuguese frontier for the purpose of overawing the republicans of Portugal, if it have any basis of truth, shows that the government of Spain is dangerously near the brink of aprecipice. Suppose the new republic proclaimed and the country occupied by Spain. France, which has greatez fleets and armies not far away, and the motive to see fair play, would certainly not permit the will of the Portuguese people to be thwarted by their neighbors. While the contest between France ‘and Spain was going on in Lisbon or Oporto the Spanish republicans would seize the occa- sion by the forelock. <2 The immigration commission which is to «ail for Europe, the scene of its duties, in a few weeks is likely to throw some new light on the subject now of apparently greatest interest to the American people. Only by a personal in- spection by competent men of the people who immigrate and the circumstances attending their immigration is it possible to obtain a definite idea of what ought to be done to modify the system of immigration in vogue in this re- public. The commision will doubtless dis- cover much new matter, or at least much matter that will Le so presented as to modify or strengthen present imp : a Count Kalnoky and the uy who are alleged to nown American ve fought @ duel in Jack- son Park, Chicago, Sunday, have utterly eluded the police and disappeared. The able de- tectives have about concluded that they have gone to join Tascott or have taken passage on the Itata.
