MEMORIAL DAY. q | Preparations for Its Observance by the G. A. R.—The General Order. Preparations for a proper celebration of Memorial day are being made by the Grand Army of the Republic authorities, but no definite program has, as yet, been arranged. It 4s, however, generally understood that the ora- tion at Arlington will be delivered by Repre- sentative Atkinson of Pennsylvania. ‘The following order has been issued in cen- | nection with the annual decoration of soldiers’ graves: HEApQuaRTEeRs ‘Tua Poromac, @.A. As these delightful May days pass we remem- ber that they precede one day at the close of the month which we welcome witn tender memories that can abide in the hearts of the ple of no land but our own. Past Department Commander Odell has been invited to delever the oration at Richmond, Va., and has accepted. : A number of collectors Lave been authorized to solicit subscriptions from department em- ployes, and the money paid these collectors will either be used in decorating soldiers’ graves in Washington cemeteries or expended in charity among those who have cause to mourn the death of the soldiers in question. People who contribute can be sure that their money goes into the right chan- nel if they put the amount of their subscription ona paper which bears the signatures of De- partment Commander Pipes and Assistant Ad- jutant Charch. pe ee TWO MEN AND THEIR GUNS. A Couple of Famous Inventors at the Smithsonian. Among the visitors to the Smithsonian Insti- tution Monday were Dr. Gatling and Mr. Maxim, both of whom are celebrated as the in- yentors of rapid-firing and destructive ord- nance. They ,were there about the same time, but not together. Mr. J. Elfreth Watkins, who is curator of the department of transportation, bade farewell to Dr. Gatling, the famous American inventor, at the northeast door, and, turning a minute later, greeted Maxim, Dr. Gatling’s great English rival. Mr, Watkins thought it an oid experience to meet the two men inthe same place within a few minutes. Mr. Maxim has been devoting himself recently toexperimenting in the field of aerial navi- tion, and went to the Smithsonian to see Prot: Langl:y. Mr. Maxim’sexpertments, con- ductedat his place in England, ns he described them to persons who conversed with him, have been exceeding!y practical in character. While Prof. Langley has been demonstrating the scientific possibility of artificial flight, Mr. Maxim has been striving to construct a machine to overcome the practical difficulties. He says he mds a receptacle to his ying appa- ratus and loads it with shot and old iron, and keeps on loading it until he ascertains the wer of his machin3 in the most matter-of- t manner. eee CENTRAL UNION MISSION, Good Report of the Work Dene by the Several Bran -hes for the Past Month. _ At the regulaz monthly meeting of the Cen- teal Union Mission last evening the report of the treasurer showed that the collections from the various churches and otherwise this month to be $393.50, making a total for the half of the mission year ending May 12 of €2,354.52. ‘The disbursements for April were $372.01, a total for the six months of 22,293.70, leaving a balance on hand amounting to $60.82. In addition to this the accounts of several of the branches are kept separately. ‘The Bethlehem bra ich is maintained by one woman. The Georgetown branch is main- tained by twelve women of the New York avenue church. There are eight branches now scattered throughout the city, two of which were started d the past month. rt ts we been made by the mission to have a 1 service on Monday night in addition to the present Sun- day night service. This will be held on the avenue near 10th street. The report for the month, including all branches, shows that there have been 140 meetings: attendance, 12.517; seekers, 376; con- veets, 47; converts at the station house and hospital, 6; talked or prayed with, 108: re- quests, "27; converts, 5: hospital, talked or prayed vis 30;converts, 1; house to house Visits, 81 seaesatbr eae GEORGETOW: ACTIVE WORK ON THE CANAL. Work on the canal goes steadily on and much is being done from day today. That portion between Cumberland and the tunnel, a distance of thirty miles, is now entirely completed, and from Hancock to Cumberland, a distance of sixty miles, will be finished thi: week, while the contractors scattered all along the line are fast approaching each other. All work is being done in first-class manner, and the engineer, Maj. Whitcomb, who has’ just returned from another trip of ‘inspection, states that the con- tractors are adhering strictly to the terms of their contracts, and that all work that has been done so far is very satisfactory. Though the canal between Ha cock and Cumberland is suf- ficiently repaired to admit trade the business between these points is not rufficient to pay the company. It is very probable that owing to the mysterious disappearance of all their maps, deeds, charts, c., relating to their property just before the canal went into the | ids of the receivers a new survey of all the | company’s property shortly be made. ‘This will consume much time and involve con- siderable expense. as all the county records from the time of the organization of the canal company to the present time will have to be searthod, new mapa, charts, deeds, te. drawn aud the entire cana! property resurveyed. A SUSPENSION BRIDGE. New York capitalists are making final ar- rangements for the constraction of a suspen- sion bridge from the Conduit road to the island about one mile west of the Little Falls, known as High Island. The island will be converted into a pleasure resort, and numeroas buildin, for the accommodation of the pablic will be erected. WHARF OWNERS MESITATE. Thongh the canal company are making the repeirs to their waterway no arrangements have as. yet been ewtered into with the wharf owners in regard to the shipments to be made, and such owners are hesitating about build- ing new wharves cr reconstructing their old oTES. Dr. and Mrs. Ingraham of Macedon Centre, N. ¥., afterja four weeks’ trip to east Tennessee, WHAT SECRETARY TRACY SAYS. ‘The Charleston Has Orders to Seize the Itata, Forcibly if Necessary. A dispatch received last night from Bing- hamton, N.Y., says: Secretary Tracy, who is in this city on private business, was interviewed today regarding the reports of the orders given to the commander of the cruiser Charleston in the matter of the capture of the Itats and the ability of the cruiser to cope with the Esmer- alda in the event of the latter's interfering to protect the runaway vessel. He scouted the idea that the Charleston was inferior to the Chilian vessel and said she was fully able to cope with the Esmeralda, as wore two other cruisers of the United States navy now in the Pacific. These latter were the San Francisco and Baltimore and they were more than able to hold their own with the fnsurgent craft, though it was not likely that they would fall in with her. He stated definitely that the Charleston has orders to capture the Itata wherever she may be found on the high seas. This includes waters outside the three-mile limit of ports of foreign countries. He did not antici- pate resistance, but said the United States erniser would ‘carry out her orders at all hazards. He could not make public, he said, the exact text of the cipher dispaten sent to the Charleston's commander, nor would he say defi- nitely that the Sen Francisco had been ordered north to intercept the Itata. The United States mtained a strictly neutral position in refusing to supply arms to the insurgents and the Itata would have to take the consequence of hef violation of every rule of international Jaw in breaking away from the custody of the jovernment alter seizure. The Secretary be- lieves the matter will be settled peaceably and with honor to the United States. THE CHARLESTON MAKING FOR ACAPULCO. A San Francisco dispatch says: It is stated today that the cruiser Charleston is making for Acapulco harbor, word having reached here that the Itata had gone there to rejoin the Chilian insurgent cruiser, Esmeralda, which is ‘said to be taking in coal. The steamer Crescent City arrived at San Diego last evening. She sighted the Charleston about 6 o'clock Monday evening eighty miles south of San Diego. “This indicates that the Charleston is making eighteen knots an hour. It is now stated that the schooner Robert and Minnie is not the only vessel that was char- tered toconvey arms and ammunition to the Chilian insurgents, but the other vessels char- tered are now unwilling to ship contrapand goods or have put into Oakland creek on the other side of San Francisco bay until itis demon- strated whether such cargoes can safely be taken out. The district attorney at San Francisco has had a consultation with the Chilian consul, and steps will be taken to seize guns and ammu- nition understood to be onthe way from the east. ——_—-+ee_______ IRELAND'S PRESSING DEMAND. John Barry, One of Home Rule's Pioneers, " Says It is Financial Help. Mr. John Barry, M. P., of Wexford, a mem- ber of the “Old Guard,” the gentleman who with the late Isaac Butt, Q. C. M. P., was the founder of the home rule confederation of Great Britain in 1873, is at the Fifth Avenue Hotel in New York. An Associated Press rep- resentative saw Mr. Barry last night and asked him: “Is your mission to America a political one? “No; I am a manufacturer and am here on business, visiting my American ageycy. I in- tend while here to take no political action,” ‘Mr. Barry replied. “What is the present position of the evicted tenants?” “Some 10,000 le, trusting in pledges made to them that they would be supported, sacrificed every material interest and braved the terrors of eviction. In fact, they became the forlorn hope in the fight against landlordism and the coercion government in Ireland. The unfortunate situation created by Mr. Parnell’s action left those people at the mercy of the landlords, who, realizing their opportunity, have redoubled their efforts against the tenants, For instance, in the county of Wexford, which I represent, some fifteen of the largest -land- jords have combined. fo evict the people by wholesale or coerce them into buying their farms at ruinous terms.” ‘Is there no money available to meet the emergency?” “Well, the strain of supporting 10,000 people is very heavy. We have raised and expended in Ireland during the last few months 100,000, and we have also given out all the fands raised by the national federation throughout Ireland, which was subscribed for purely political pur- poses. There is also.a fund of some £200,000 m Paris held in the joint names of Mr. McCar- thy and Mr. Parnell. The national party have through Mr, McCarthy again and again asked Mr. Parnell to release this fund to save the evicted tenants. But Mr: Parnell, after dodg- ing and temporizing for three months, now flatly refuses to release one penny of the Paris fund.” “Can you explain Mr. Parnell’s conduct?" “It is quite evident that he wishes to place on our shoulders the burden of supporting the tenants, hoping that the strain will exhaust our resources and paralyze our political action. There can be no doubt that the care of evicted tenants is the key to the political situation. If the landlords succeed and force the tenants to an unconditional surrender, as they are now trying to do, nearly all we have struggled for during the twelvo years will have been overthrown and home rule gravely endangered. Asa matter of honor the Irish people at home and abroad are, apart from any political dif- ferences, bound to stand by those men who sacrified everything they for the national cause, and by their courage and devo- tion made land reform possible in Ireland.” ‘How do you account for the present activ- ity of the landlords?” “This coercion crusade is prompted by the knowledge that for the moment the ordinary support of the tenants is cut off and they hope before help can be rallied to crush the tenants: combination and dictate their own terms. But T have the utmost confidence that when the real situation is known by the Irish in America and elsewhere those brave and unselfish peo- ple will not be left at the tender mercies of the Is Mr. Parnell gaining ground in Ireland?” “No; on the contrary he is losing ground every day. When the final and real test comes at the general elections it will be found that his supporters will not number more than from four to six.” “What has been the effect of Mr. Parnell’s conduct in Great Britain?” “The first effect was one of astonishment and indignation at Mr. Parnell’s unwarrantable attack on Mr. Gladstone and the liberal party. Undoubtedly for a little time the home-rule cause lost ground, but the resulute action of the Irish representatives in parliament and the Irish constituencies saved the situation, so that today the liberals of Great Britain are sounder and more pronounced on the national claims of Ireland than ever before. It is a re- markable fact that the Irish in Great Britain, being on the spot and best able to judge of the sincerity of the British electorate, are almost to a man against Mr. Parnell.” “Then you appear to think that the pressing question of the hour is financial help for the evicted tenants?” “Yes; emphatically yes.” SPEEDING HOMEWARD. ‘The President is Welcomed to Nebraska by Gov.
