Gardenerof CHARLESTON AND ESMERELDA. ‘The Two War Ships Compared and Their Differences Explained. 4 FIGHT WOULD RESULT IN VICTORY FOR THE AMERICAN CRUISEN—HER GUNS ARE OF LATER PATTERN AND MORE EFFECTIVE, WHILE BER OFFICERS AXD CREW ARE MUCH SUPERIOR. There is, if anything, more mystery and less information than ever at the Navy Department in regard to the game of hie-spy now going on between this government and the Chilian in- surgents. Cablegrams are being constantly re- ceived and cipher dispatches sent, but no news is to be had from there by any arsountof effort. Both the Secretary and his assistant, as well as the private secretary, are out of town, and the way in which Commodore Ramsay, who is in charge, says nothing while replying to ques- tions is truly artistic. Not MUCH BELIEF IX THE WAR THEORY. There is not much belief to be found in the minds of officers in the war theory that had ite origin this morning in the rather sensational dispatch that came east to the effect that the Chilian cruiser Esmerelda is hanging around oi bottom of Lower California “spoiling for # ‘indeed, there are few who will agree that the case is at all serious, although there are indi- cations at hand that the higher officials mean business. There is constant communication between the Navy and State departments, and dis- patches are being received from and sent to consuls and officers every hour. WHAT 4 FIGHT WOULD TEACR. Every one who knows anything about naval Affairs asserts that a fight between the Charles- ton and the Esmerelda would furnish as interesting @ spectacle as could be de- red from the standpoint of navaal science. As a matter of fact there has never been an equal fight between modern men-of-war, particularly of the cruiser type, and an engagement at this time would probably prove an invaluable object lesson that would ve an immediate effect upon the naval archi- tecture of the world. In the first place, there could hardly be a better, closer match. Both ships are of the unarmored sort, armed with medium guns and built for higb speed on spurts. A comparison is interesting. THE CHARLESON AND ESMERELDA COMPARED. The Charleston is second-rate craft and is what is known as an unarmored protected cruiser. She is built of steel, has twin screws and displaces 3,730 tons. She is rigged with two military masts, on each of which are two revolving caunon. ‘The vessel is armed with two eighteen-inch —breech-loading _ rifles of the latest pattern, mounted in half turrets in the bow and stern. Besides these there are six six-inch rit three on each side, firing from behind shields, and two repid-nre guns. ‘The crew consists of about 300 me: She was built -f the Union Iron Works of San Francisco and on her trial speed made an average of over eighteen and one-half knots, She carries about 600 tons of coal and can steam 2,500 miles without recoaling, at a speed of ten | knots an hour. She has been in commission about a year and a half and has made two round trips to Hawaii. ‘The Esmerelda was builtin England for the Chilian government and launched in 1883, so that she is at least six years older than the Charleston. ‘She is 3,000 tons displacement, 270 feet long. 40 feet beam, with 18 feet 3 inches draught. She is built of stesl, has two screws and de- velopes 6,500 horse power, On her trial, 18.28 knots, fee = 600 tons of coal hes an and endurance of 2,200 knots at ten knots an hour. She is armed with two h twenty-five-ton Armstrong breech-loa rifles and six six- inch four-ton Armstrong rifles. Her secondary battery consists of two rapid- fire guns and six machine guns. THE CONDITIONS VERT EVER. It will thus be seen that with the exception of the two heavy guns, which are two inches greater in the fore on the Esmerelda than on the Charleston, the conditions are even. ‘The difference in these guus is not’ thought to bea matter of much uence, as ina close fight @ six-inch shot can do_ practically as much damage to these “paper ships” as one of twice the bore. The only advantage that ac- crues to a 10-inch gun over one of eight inches lies im a slightly greater range, perhaps half a mile, but to a swift ship and in an open sea this means little. ‘Then, too, the American guns are later and are said to be more powerful and effective than the Armstrongs, which could not have been made since ‘84, since when there have been great strides made in the art of gun founding. SUPERIORITY OF THE AMERICAN. It is claimed by the officers of the navy on duty here that in an even fight—even in other conditions—the victory would rest with the American vessel on the sole ground of the per- sonal superiority of her crew and officers. The claim is one that may be inspired by patriotic bias, | but which is” more likely based on fact, since the Chilian navy is largely a second hand, amateurish sort of affair, the members of which are more often politicians than sailors, and little of either. (bere is more system by far in the navy of the United States, as the qualification of ofticers, and the crew of the Charleston is said to be one of the best disciplined body of men in the navy. CAPTAIN AND OFFICERS OF THE CHARLESTON. The commander, Capt. Geo. C. Remey, has a fine reputation, and on all sides one hears praises for him from fellow officers, who are less apt to praise than to blame.
