THE EVENING STAR bas the fullest Local Cirealation of any Newspaper in the World, And as am Advertising Medium is worth mere than all the other papers published in ‘Washington. ——_— ‘The majority in the electoral college of 223 ‘Votes in 1892 may be in some measure deter- Mined by some of the state elections of the Present year. A glauce at the field is chiefly ‘weful as showing the necessity for hard work on both sides and the possibility that there may be even three sides. The republicans ave derived consolation from the political events that have occurred since 1890. It is Probable that unless the Farmers’ Alliance @omplicates matters in Ohio more than is now anticipated that state will be found in the re- publican fold as usual in the presidential @lection. The democrats have been giving Massachusetts a good administration, but it is likely that if the republicans do not reclaim the state this they will next year. It would be chaos, indeed, for the republican party if the Bay State were to fail to support itin a presi- dential election. The other points of interest are Iowa and New York. If the republicans can carry their full state ticket in the former im 1891 they can carry their presidential ticket im 1892. The farmers area lively force there im polities, and much depends on the course of events. New York, a democratic state, isalways a bard fought field, except when faction pre- vails among the republicans as in the Folger- Robertson contest. Democratic faction is nearly always to be expected in the ‘municipal contest in New York but trouble in the city is not al operative for harm to that party in the state at large. As affairs stand it would be prudent to class New York as a democratic state, notwithstanding the rivalry between the Cleveland and Hill wings and the Weed dis- affection. Nevertheless, whatever the result of the state election this year every inch of the state of New York will be contested in 1892. To the democrats the woodchuck is indispensable for dinner, and the little animal lives in New York. In the last two presidential elections, with 201 as a majority of the electoral college, ‘the democrats had to look to New York 36, the solid south 153, with either Indiana 15, or New Jersey 9, and Connecticut 6, for victort. Their necessities are greater under the new appor- tionment, since with 223 as a majority of the electoral college, they will be obliged to get the south, increased to 158, New York 36, Indiana 15, New Jersey, increanel to 10, Connecticut 6- 225 or 2 more They cannot, as in 1984 and 1848, spare either Indiana or the two states of New Jersey and Connecticut, but must carry them all or replace such ns are lost by others of eqnal electoral valu an ¥ sary, This calculation based on existing facts and probabilities, is linble to be upset by two or three continge s. Either. if the democrats carry all the northern states named, they may lose West Virginia or Delaware, or the repub- licans may lose some of the western states Rhode Island, or the Farmers’ Alliance mi carry certain states and the election be thrown into the House of Representatives. There has been, as the court says, in effect, too much delay in these cases by attempts to defeat the ends of justice. The forms of law subsist for the purposes of justice and not either to afford notoriety for ambitious attorneys or means of obstruction against the laws of a state by selfish corporations ——+e____ ‘The enormous reduction of customs receipts at the principal port of the United States indi- cates that the tariff act ix getting in its work of reducing the revenue at an carly hour in the morning.
