4 “THE EVENING STAR. WASHINGTON: WEaenenas April 22, 1891. (G@ STAR has the fullest Local Cireulation of any Newspaper in aud os an more than all the other papers published in Washington, ‘The National Academy of Sciences baving tackled the flying machine the world may look out for the navigation of the air in “the pro- cess of the suns,” if not without fear of an Tcarian fate to start with. Asthe result of his extremely interesting experiments in aero- dynamics Prof. Langley has made some notable discoveries that remove popu- lar misconceptions and prepare the way for future scientific experimenters, as dlis- tinguished from the Darius Greens. He finds that it requires ess power to move laterally than to stand still im the air, and that the amount of power required for artificial flight is perfectly attainaple by steam engines that we now possess. He is hopeful and expectant of practical results in serial navigation in the near future. He agrees with Darius Green that the difficulty is not im the flying, but in the alighting, and he adds two other obstacles, first, in getting started, and second in guiding one’s self through the air. His confidence that all the difficulties will de speedily overcome is rendered by his scien- tifle standing both reasonable and contagious, and we shall expect soon to be measured for our wings. —__++2—____ ‘The Maryland historian J. Thomas Scharf has presented to Johns Hopkins University a notable gift, consisting of his large and ex- ceedingly valuable collection of manuscripts, books, autographs, etc., relating chiefly to the WRAPS—THE PALAIS ROYAL'S ENTIRE STOOK OF SPRING AND SUMMER GARMENTS 18 OFFERED FOR THIS WEEK AT 10 PRR CENT DISCOUNT. : Southern people, whose history has been ne- FOR LADIES. glected by themselves and others. Sueh men as Mr. Scharf are public benefactors and such gifts are more useful than so many dollars. The materials for the construction of manifold works of law, manners, government and civil- ization soon perish if not preserved, and very much of the stuff out of which history is made has already been destroyed through the igno- yanee of man and by the iron woth of time. ‘The great university to which the benefaction here mentioned was made is doing a grand work in preserving, cataloguing, and shaping these historic materials of all kinds and in showing how historical investigations should be made. Referring to a question of veracity lately raised in this city between interviewer and in- terviewee, that conservative journal the Boston Advertiser has these just observations: “The public understands that every reputable newspaper of the present day aims to employ only reliable and trustworthy reporters and correspondents, because it aims to print only reliable and trustworthy news. Asa rule every employe of a respectable American news- paper knows that any intentional falsifica- tion or willful misrepresentation ‘on his part would insure his prompt dismissal. It is also well understood that public men are more apt to speak hastily than to be teported incor- rectly, and the temptation to correct hastily oken words often leads men to deny the au- thenticity of interviews which were’ correctly reported Whatever may be the merit of the Present case. popular judgment is quite apt to decept the word of a well-known and reliable reporter in sach matters, and in so doing it is usually right. ——__—_-+--____. When the Pennsylvania railroad first indicated to the board of trade committees its intention of asking the legislation proposed by the bill whieb it afterward framed and introduced through Mr. Atkinson, the effort was made un- successfully to secure from the road an indica- tion of willingness to make the slightest im- provement by way of concession to the public. ‘The effort was repeated in other informal con- ferences. The board of trade directors passed # resolution urging © compromise, and a con- ference for that purpose. The road from the very beginning iguored all overtures of this sort. And yet Mr. Atkinson says that “we” of the railroad were all this time filled with » burning desire to make improvements and oon- cessions! There is still time aud opportnnity for the road to carry its hidden designs in this direction into effect. The newspaper press and public sentiment in this country have been largely favorable to the establishment of these conven- iences for the people. Mr. Wanamaker’s ex- pression that every depositor in a government bank bas a stake in the country, and his other declaration that the guaranty of undoubted weurity can only be given by the government, characterize as they sufticiently sum up the whole matter in a nutshell. salads The gouty inefficiency of their senile com- mander, the Duke of Cumberland, has made the picked corps of British Grenadiers grouty ouce more. With one battalion banished to Bermuda, another mutinous and the whole guard discontented, England is not in prime condition for either a bread riot of a general European war. The trouble with the army is well understood by the people to be too much @uty for the rank and file and too much frolic aud privilege for the officers. That kind of thing always breeds mutiny in the armies of free countries. Foraker eulogized yex- terday was obviously the administration “of his high office” of Secretary of State, and it does aot appear that there was any intent to divert to Mr. blaine eredis for the President's administration. If there was any slur, actual or intended, upon the President it arose from the fact that not he but Blaine was ranked with Lincola and Grant in Foraker’s trio of nota- dies. eee ES oa eas eae THE PALAIS ROYAL, Among honest men in politics it is only the eld school politician who loved to orate at barbecues, to whoop it up with the boys and to swap offices for votes, who now opposes the re- form of the civil service and the adoption of business methods in the condnet of the govern- ment business, ——<9-0-e Judge Carpenter of Khede Island has ejected Gen.
