THE EVENING STAR has the fullest Local Ctrealation of aay Newspaper im the Werld, and as an Advertising Medium te worth mere t all the other papers published ia Washington. ——— es ‘The administration seems desirous of extend- ing widely the civil service rules, Judging from i@ action in imeluding under them the phy- siciana, school superintendents, assistant super intendents, school teachers and matrons in the Indian service, the model attendants in the patent office, and all those persons heretofore under s clause of the third rule promoted from the mmelassified to the classified service upon passing anon-competitive examination. Such employes of the government will have now to climb up by the front stairs. The changes men- tioned are, taken altogether, radical improve- ments, and indicate the determination of the prosent administration to give the systgm of merits full trial on «broad field of action. The civil service commission, as stated in yes- terday’s Stan, are highly gratified that the service is thus extended, and are justified in the expressed confidence that these reforms will proceed as fast and as far as they can be judiciously pushed. One of the next steps, perbape, will be to include under the roles the whole of the lower Indian servico—hereto- Ome bundred years ago today the corner- stone of the District was laid. The District's centennis! was publicly commemorated on the 10th instant in connection with the pat- ent centenary, but” teict's real birthday. Inasmuch as the republic is about to celebrate the 400th anaiversary of the discovery of America im another than the anniversacy year, it would, perhaps, be presumptuous in the capital to in- direetly reproach the nation by being itself strictly accurate in the date of its commemora- tion. But while the discrepancy in the case of the nation is of months, in the District's case it is of « few days only, and the District commemora- tion bas the merit of being ahead of time instead of lagging tardity behind it. Between this date and the centenary of the time of the occupa- tion of Washington as the seat of govern- ment im 1900 there will be a number of events connected with the establish- ment of the city (as distinguished from the District) which may worthily be com- memorated. And on the most suitable of these oeeasions we may expect a suitable commemo- ration, which shall be devoted exclusively to the local celebration, and which shall not be tais-fit in the matter of dates. ‘The congress of western states in session at Kansas City isa notable body for several rea- soma First, it is the beginning of the indus- trial and political movement, follewing in the wake of the Farmers’ Alliance, between the two sections that are now pressing to the front in rivalry with the east and center. South ap- peals to west to meet on common ground and settle a ptogram for the future. Second, it is aconcert between the Mississippi valley states to secure legislative and other ends for the im- provement of the region named, which region is large enough to include all the states around the headwaters of streams flowing into the Father of Waters. Third, the congress seems to extend its farther and to take in the agricultural communities, with all their draw- Deeks and grievances as well as their hopes and plans. The social aims of all these common- ‘wealths, like the social aims of so many other communities, spring from their physical wants aad anxious apprebensions respecting the same. ‘When the pinch comes the theory is at its heels, and often the theory is more drastic than the pinch—the remedy suggested more dangerous than the evil of which complaint is made. — today is the Div- ‘The carefully considered opinion of Assistant District Attorney Thomas, printed in yester- day's Stax, gives some promise of the utiliza- tion for electric lighting and other purposes of the water power at Little Falls.
