One of the most important things done by the President before his departure for the south, west and northwest was the extending of the classified civil service into the hitherto ‘untilled field of the Indian service. THE ORDER OF CLASSIFICATION. ‘The order of classification, which is as fol- lows, has been signed by Secretary of the In- terior Noble: “By direction of the President of the United States, and in accordance with the third clause of section 6 of an act entitled ‘An act to regu- late and improve the civil service of the United States,’ approved January 36, 1883, it is ordered that all physicians, school super intendents and assistant superintendents, school teachers and matrons in the Indian ser vice be and they are hereby arranged in the following classes, without regard to aalary or compensation: Class 1, physicians; class 2, school superintendents ‘and ‘assistant supertn- tendents; class 3, school teachers; class 4, ma- trons. “Provided, That no person who may be re- quired by law to be appointed to an office by and with the advice and consent of the Senate, and that no person who may be employed merely as a laborer or workman, or in connec- tion with any contract schools, shall be consid- ered as within this classification, and no pe von so emploved shall be assigned to the duties of a classified . “It is further ordered that no person shall be admitted toany place not excepted from examination by the civil service rules in any of the clases above designated until he or she shall have an appropriate examination ‘under the United States civil service commie. sion, and his or her eligibility bas been certi- fied to by said commission or the appropriate board of examiners.” WHAT MR. There are fifteen of these places, ten at $800 per an- num and five at $1,000, and hereafter they will be subject to competitive examination the same as other clerkships, for asarule the persons filling these places per- form the ordinary duties of clerk and copyist, and there is no suficient reason why they should not come under the same catagory as clerks and copyists and be appointed in the same manner. A CLAUS= REVOKED. “The President also approved sn amend- to general ruic 3 of the civil services rules, revoking clause C, of section 2, of that rule, which provides that a person who has served two years continuously since July 16, 1883, in a place in the departmental service, below or outside the classified service, may, upon the nomination of the head of the department, the recommendation of the commission and the approval of the President, be promoted into the classited servico upon passing a non- competitive examination. “The commission has for along time been satisfied that appointments made upon non- competitive examination have not asa rule been of the most satisfactory character, and that in most cases the persons who have been brought into the classified service through the operation of this clause have not been equal in intelligence and ability to those who have come in through the competitive examinations of the commission, and President has aone a good thing in revoking it, which was done upon the earnest recommendation of the com- mission. “These three acts of the President yesterday will tend greatly to advance the course of prac- tical civil service reform and good administra- tion and are to be highly commended from every point of view except that of the mere his is the first extension of the classified service yet made by President Harrison, but I do not think it will be the last.
