In the present instance it would not belp matters practically, however appearances might be saved, if it were possible to try the New Orleans lynchers in a United States court im Louisiana. A law that would the removal of such cases to Wash- smgton for trial would provide, in order to ‘mest an exceptional occurrence, a general rule of discrimination against citizens and in favor of foreigners and of reflection on the state tribunals, without producing even in such in- stances as the present any satisfactory rerults. If it were possible to bring all New Orleans to Washington for trial at the demand of Italy Weshington would not hang New Orleans. The only absolutely certain method ef securing the punishment of such offenders ee the New Orleans lynchers would be a law which would compel them to be handedover to Italy for trial It is not st all likely that euch a law will be enacted or proposed.
