A Copy Received by Secretary Blaine Read to the President. THE MATTER DINCUSSED AT LENGTH AT THE CABINET MEETINO—THE ITALIAN MINISTER CONSIDERED TO HAVE COME DOWN FROM HIS ‘IOH HORSE— The offcial literature apon the subject of the New Orleans lynching was augmented this morning by the receipt by Secretary Blaine of the reply of the Italian government to his note of Welnesday evening, “It sscme that his com. Tepersac ben in ange of thet Sellenniens periali as bei: el was onbled at once to Rome and there read and scanned by the minister of state. Marquis Radini replied last night by cable, addressing his note to imperiali, with instruc~ tions to hand it to Mr. Blaine. was done at about 10 o'clock this morn- ing and the docnmnnt, which was couched in pure Italian, was sent at once over to the State Department to be translated by the Pert word-jugglers of that institution. WAITING FOR THE TRANSLATION. The Secretary spent the morning at his house snd waited there until the letter had been translated and a copy of it had been sent, together with the original, back to him. Then, armed with all of the documents in the case, he walked over to the White House, where the ‘cabinet had been in session for nesrly an our. As he went up on the portico he was met by half a dozen newspaper mea, who unanimously wanted to know when the lester wus to appear. Simply replying that it should be made public toall at once he passed upstairs to the cabinet room. ‘THE LETTER FULLY DISCUSSED. It is understood that the letter was discussed in allof its details and the situation was thor- oughly reviewed by the President and his ad- visers. Information from Rome is to the effect that in the note Marquis di Rudini that Italy bas asked only for foe, Prompt institution of | the us judie: re Ling inet ilty ies At Now Orleans, Tealtsing that ft would bave been absurd to claim punishment for the offen- ders without a regular trial. He adds that the incident will have its end when the federal gov- ernment declares in unequivocal language that the prosecutions shall begin, and only then. Meanwhile the Italian goverument is glad to note that the United States has acknow! the fact that indemnity is due, unde: the ex- isting treaty with Italy, to the families of the victims of the mob. 4 MISAPPRERENSION OF FACT. Ifthis summary of tho premier’s note be correct it containsa grave misapprehension of the facts as to indemnity, for Mr. Blaine has only said that financial reparation is granted by the United States only after the right to re- | “ ceive money has been proven. He has not ad- mitted that this proof is complete. THE ITALIAN PREMIER COMES DOWN. It is generally regarded asa vindication of the calm and strong position taken by Mr. Blaine that the Italian premier has come down off his very high horse. A less calm man Mr. Biaine’s position, it is argued, might, without any better maint the dignity of the United States, have by the breach and placed us on the defensive. As it is the Italian government has very adroitly bert put on the defensive and left in a ridicu- lous position. ‘THE ARPECT NOT 80 SERIOUS. ‘The matter is not regarded as settled, but it no longer has such a serious aspect, and itis made quite evident thet Di E did in Italian ministry. Any thing like war betwee: the United States and Italy would in all proba- bility complicate the relations of European powers, which are now kept at peace only by alliances of strong armed forces. The powers lied with Italy in European matters would not consent toa weakening of their alliance by Italy's becoming involved with the United States. ANOTHER POSSIBLE MISUNDERSTANDING. ‘The assumption by Di Radini that Mr. Blaine “acknowledges the fact that compensation is due the families of the victims,” may leare open another opportunity for = misunder- standing. It is not understood here by Mr. Bilaine's letter that he made that acknowledgment at all, but that he acknowledged the prineiple of indemniyy for injuries done foreign subjects. ‘The was very carefully chosen and the acknow ment was in the abstract. re is no money = koe Bad the = Department avai lor the purposes indemnity nd Mr. Blaine cannot” give. sasur- ance that next ngress wil ropriate snoney for thet purpose’ ‘The most ie etn de is, what he has done, acknowledge the principle of indemnity under certain circumstances and ossibly to promise that C will a asked to make riation.
