THE WASHINGTOD BATURDAY. G STAR has the fullest Leeal 1y Newspaper in the World, and as am Advertising Mediu more than all the ether papers published in Washington. ——— Chicago purposes having one of the world’s great free libraries, it would appear. The leg- islatare of Llinois bas passed @ bill authoriz- ing the city of Chicago to levy a two-miil tax for five years to build and maintain @ free brary in Dearborn Park. When cloudson the titde of the proposed site have been removed and the governor's signature to the measure has been obtained the lake metropolis will have secured such guarantees as will set on foot the noble project. The trustees will break ground in the early autumn and it cannot be very long before the structure will be erected. The Chicago Herald says that a revenue of 400,000 per annum will enable the trustees to erect « building scientifically modeled for library use and worthy in its solidity and beauty the already high architectural character of Chicago. Tne Stan sees no valid reason why the local logislature of the District of Columbia, legislating in the interests not only of the people of the District at large but specially in the interests of the department employes, cannot carry out a project hereto- fore outlined and advocated—a free public library which shall be at the samo time # gen- ‘eral department library. Such a library would not be costly because it would contain the cir- culating books from the various department libraries now on band and to be bought, and be- eause the overflow of books from the library of Congress would be available to fill the shelves. The establishment of a free circalat- ing library with reading rooms, open at reasona- bie hours of the day and evening, of the most important movements to Rhode Island and New York both have dewo- cratic governors, but they have different ways of looking atastate’s great seal on criminal requisition papers. While Hill of Albany re- fused to know Mr. Bulkeley as governor of Connecticut, Davis of Providence said he did not feel that he could properly decline to reeog- nize ade facto governor. Mr. Hill sets up his personal judgment of facts against the facts of reeord, while Mr. Davis, personally as unwill- ing as the New York executive, concludes that he is bound to be governed in his public action by the facts of record. Bulkeley may not have any right tothe Connecticut eenl, but as he once had and it is still in his possession and no- body ean say just who is governor of the nut- meg state, it would seem to the unprejudiced that Davis is right and Hill is wrong in the per- ticular matter of honoring Bulkeley’s requisi- tions. It isa bad precedent to keep criminals when called for under the great seal of a state from being taken to the proper place of pun- ishment. The making of governors for Con- necticut is not a constitutional duty of gov- ernorsof New York, so far as any one is yet aware. ~ — +2 Good Friday addresses were made in All Souls’ Protestant Episcopal Church, New York, by the reetor, Rev. Dr. Heber Newton, and by & minister of each of the following denomina- tions: Presbyterian, Unitarian, Universalist snd Christian. In the face of the remonstrance which is being signed in the city of New York against the recognition by the Episcopal clerey of non-Episcopalians as duly qualified minir ters of religion, this step of Rev. Dr. Newton, although in keeping with his recent course, is apt to stir up the liveliest sort of controversy | which wil! not by any means be confined to the city and vicinity of New York. —— The colored citizen of the United States must not be ir too great a hurry toenjoy all the privileges of his citizenship or be discouraged that he does not go immediately to the front. Editor Dana, who has been down south, says that as the white man required 5,000 years to reach his present condition, the colored man, starting 125 years ago on his upward path, will reqaire at least 2,000 years to reach a similar position. We may therefore expect a colored democratic President of the United States and cabinet to match in 3892 A. D. ee ee as The “Beautiful Snow’ is no longer beantifu!, and it is the basest sort of flattery to call her so, a8 weil as 9 direct imputation upon the character of an hitherto reputable adjective to apply it in any such connection. The present snow is obviously a «lip-shod, lantern-jawed, red-nosed, blear-eyed, sallow-complectioned, snaggle-toothed, frowzle-headed, wrinkle- skinned, erackle-voiced old termagant, whom nobody admires and nobody defends. —_—_++e— ‘The renewal of war talk in Europe is on the lines of a simultaneous mobilization of French and Russian forces and English protection of Belgium. Italy has a financial pinch because of her past efforts to sustain the dreibund. The German court circle is evidently moving nearer to the retired chancellor and things are developing so as to uphold his views of inter- national policy. — eee France is kicking up a bobbery over the Newfoundland lobster because she wants to pluck the Nile lotus and England will not let her. and England is willing to sacrifice the ‘Newfoundland lobster in order to save the lous of Old Nils along with the shekels of the same.
