The text of a treaty of extradition between the United States of America and the Republic of Colombia has been made public by preai- dential proclamation. ‘The treaty was ratified by the Senate March 26, 1889, and the crimes for which extradition is to be reciprocally ac- corded are as follows: 1. Murder and attempts to commit murder by assault, poison or otherwise. 2. Counterfeiting, or altering money, or knowingly uttering ot bringing into circulation counterfeit or altered money; counterfeiting or altering certificates or coupons of public in- debtedness, bank notes or other instruments of public credit, or knowingly uttering or circu- ting the same. 3. Forgery, or altering, or uttering what is forged or altered. 4. Capt. Meredith Says the Law Won't Admit of Their Employment. Capt. Meredith, chief of the bureau of en- raving and printing, speaking of the story published to the effect that the increased de- mand for internal revonue stamps would neces- sitate the use of steam presses in the bureau, said that there was no danger of steam presses being placed in the bureau in the place of hand presses. In the first place steam presses could not be used if desired, as the law provides that the work of the bureau shall be done by band presses. It is true, however, he said, that the de- mand for internal revenue stamps had in- creased to such an extent that it was necessary to work the printers eleven hours day to meet the demand of the Treasury Department. The bureau is now working 266 hand presses eleven hours a day, and as soon as the new building is completed will put in 125 new hand resses. The weather permitting, the new nilding will be completed about July 1, and with this extension and increased force Capt. Meredith expects to be able to meet the de- mands of the Treasury Department promptly. ‘There has been no conilict between Capt. Meredith and the printers and they have joined him willingly in his effort to meet the increased demand for stamps. Acting Secretary Nettleton said today that he had no idea of ‘substituting steam presses for hand presses in the bureau of engraving and printing. Héknew of no foundation, he said, for the newspaper reports to that effect. TESTIMONY FOR KINCAID. An Application Made to Have Six Witnesses Brought to the City. Judge Montgomery convened the Criminal Court this morning, Judge Hagner being still indisposed. Mr. C. Maurice Smith of counsel for Judge Kincaid, charged with the murder of ex-Representative Taulbee in February, 1890, called up the affidavit on which the continu- ance to Monday next had been granted and moved an order for the summoning of Mrs. M. L. Millmore of New Orleans, Hons. Polk Laffoon, LH. Goodnight, T. H. Paynter and W. J. Stone and A. J. Kelly of Terra Haute, Ind., at the expense of the government. District Attorney Cole suggested that most of those named are friends of the defendant and their testimony was cumulative and there ‘was no necessity for such an order. Mr. Smith denied that the testimony sought was cumulative and claimed that the applica- tion complied with the terms of the statute. He considered the testimony expected as iinport- ant. He expected Mrs. Millmore ‘would swear that Donaldson said he was attempting to get ‘Taulbee away to prevent him from attacking Kincaid. A Detroit Miller Decoyed From His Home and Kidnaped. Dernozr, Miou., March 20.—Joseph Perrien, Proprietor of one of the largest flouring mills in Detroit and a half millionaire, wax called to his door by a stranger last night with « mes- sage purporting to come from an intimate friend, who was reported as ill and desiring Mr. Perrien’s attendance. Mr. Perrion left bis home with the stranger about 10 o'clock, en- tered a coupe with him and went away. At 1 oclock thir morning the Perrien home door bell was wrung and an envelope thrust in by'a young man, whoimmediately disappeared. The envelope contained a check for €1:,000 on the Peninsula Bank, of which Mr. Porrien it vice president and’ a large stockholder; « promissory note for €15,000, payable in five days,and a letter to Mr. Perrien's nephew, Mr. Hesselbacher, advising him to ensh the check, negotiate thé note, or failing either to raise $15,000 on his own property to be paid as # ransom for Mr. Perrien, who was being held by some parties whom the letter did not disclose. The letter appointed a rendezvous at which the money might be patd this evening. The police were immediately put at work upon the case, but up to 11 o'clock this moru- ing they have noclue either to the persons who kidnaped Perrion or to his present whereabouts. Mr. Perrien is a bachelor, fifty- eight vears old, and extensively interesied in Detroit industries and financial instivutions. The letter to Mr. Homelbacher stated that Mr. Perrien had gotten into trouvle with a woman and had to pay the money over without a word, but this statement is scouted. Both note and check bore Mr. errien's gewuine signature. Hearst ot CLOSED ITS DOORS. The Keystone Bank of Philudelphia Forced to Suspend. Pumapenrsia, Murch 20.—The Keystone Bank has closed its doors. The capital of the institution is 500,000. Its New York cor- respondents are the Chase National and Trades men’s National Bauks. Marsh and the cashier jonathan Hayes. ‘On the door of the bank at 10:45 this morn- ing was pasted this notice: “This bank closed by order of the controller of the currency until further notice. The news quickly spread, however, but the intelligence did not arouse much excitement.
