THE EVENING STAR has the fullest Local Cireatation of any Newspaper in the Worlds and as an Advertising Medinm is worth more than all the other papers published iu Special Notice. Im order to put the forms of Saturday's mammoth 16 page editions of Tuz Stan on the presses in time to extch early outgoing trains, and also to give to advertisers the bene- fit of that larger circulation always secured by prompt delivery of the paper in the city, the necessity of sending in business announce- ments at an earlier hour is earnestly urged. As much copy as possible of this character should be furnished by Friday evening, that proper arvangement, position and classification may" be sssured; and hereafter no advertise- ment—whether “new” or “re-set”—exceeding five inches or seventy lines in length, can be taken after eleven o'clock a.m., with a guar- antee that it shall appear in the issue of the same day. The management of Tue Stax will regret as much as any one can if disappointment should in any case follow the enforcement of this rule, which is imperatively demanded by circum- stances beyond human control. It is confi- dently believed, however, that by the exercise of due consideration on the part of advertising patrons all ground for complaint on this ground ean be avoided. - +2 ‘New Yorkers have long endeavored to get the trustees to open the Museum of Art on Sundays. The movement gains force because of «little revelation of human nature. The trustees while denying to the people in mass the right to use the museum on Sunday have been issuing. it is said, to the members of their own families ond their own personal friends cards of admission tobe presented at aside door. The public discovered this aristocracy of privilege and kicked with great vigor. The result will probably be the opening of all doors to all the people. It has been claimed thet the reason why the museum was not thrown open was that there was not money ‘enough to pay for lighting, heating and attend- ants. But the private snap in the public trust shows that this pretext is no longer available. Af the funds are sufficient for the friends and families of the trustees they ought to be sufti- cient for the general public. So sy the people themselves. There is no reason that will stand daylight or even Washington gaslight why the Library of Congress and other educational places under government charge should not be open a portion of every Sunday, so that that large portion of the public who cannot use them on secular days may profit by them. To this end appropriations would bave to be increased very slightly and no extra trouble needs to be devolved upon the regular attendants. — For fear of losing the measure in the Senate if it went back there for concurrence the House conferrees have accepted the Senate substitute for the House bill for the relief of the Supreme Court and there is every prospect that it will becomes law. Briefly, the bill creates an ap- pellate court out of three judges—one circuit court judge added to the presen* one in all of the nine circuits, and either a Supreme Conrt justice or the district judge. Original jurisdic- tion is reserved to the district court and to the present circuit court. All appeals from the district court will be to this court of appeals or to the Supreme Court. The establishment of the new court will enable the Supreme Court to clear up its overburdened docket. The bill will require the appointment of nine judges, nine marshals and nine clerks. While not so and perhaps not so effective as the House bill which was abandoned, it will won- derfully aid the Supreme Court and all who have litigation before it. : 0 A communication elsewhere in Taz Star throws additional liglit upon “the persons re- sponsible for the Zoological park.” It is a credit to have originated or to have strongly advocated the idea of preserving from extinc- tion under the Smithsonian Institution for the benefit of science characteristic types of Amer- ican animals. It is a discredit to have origin- ated the idea of converting this scientifie pro- ject into a locul Zoo, or of pretending to thus convert it, with the result of making it a mu- nicipal charge. The Smithsonian Institution wants and asks for an American Zoo for scien- tific purposes. The District neither asks for nor wants a local Zoo at local expense. The scientifie Zoo is « commendable project. A muricipal Zoo would be a foolish extravagance. Fither buy the animals at national expense and turn them over to the Smithsonian or do not buy them at all. oe Reassessment of taxes under permanent as- sessors and higher liquor licenses promise a needed increase of District revenues. It will be difficult to put such legislation in the most effective shape as amendments to these appro- priations bill, but it is evident that the meas- ures cannot be secured from the present Con- gress in any other form. If the suggested amendments are added to the appropriations bill such detail in the statement of their pro- Visions and such necessary incidental legixla- tion should be permitted as will at least render these measures entirely effective us enlargers of the District's revenues. _ Gov.
