2 THE SENATORIAL © CHECKER BOARD. Hlow New and Old Senators Have Fared in the Shuffle for Seats, GOVERNOR RILL TO SIT NEXT TO MR. BRICR—MR. WASHBURN EARLY PRE-EMPTED MR. INGALIS' PLACE—SENATORS WHO MOVE DOWN wWITHIx KANOR OF THR VICE PRESIDENTS EYE, Since the almost-forgotten days when Capt. Taane Bassett graduated as a page under the watchful care and penetrating vision of Daniel Webster there have not been so many changes as to seats in the Senate as are arranged to take effect when the Fifty-second Congress becomes a thing of life and activity. December, 1891, is some months away, but the average statesman believes in “taking time by the padlock,” as Albert Smith used to put it. If there is any virtue in @ front seat in the political synagogue he will never be found in the rear, and what- ever may be had for the asking is his to a eer- tainty. Ordinarily there are never more than two or three seating changes to be made at the commencement of each session. but next ses- sion is not going to be of the ordinary variety, +0 those who were not lost in the shuffle are preparing to secure the choicest available loca- ‘MR. WOLCOTT GoEs To THE FROVT. Under the present plan, when Senator Wol- | cott wants to make a few of his straight-from- the-shoulier remarks, he has to address the Senate from a sent in the rear row. After next session opens up he will occupy Mr. —s place. This will break up the immediate Rorship which exists between Senator Plamb and the junior Senator from Colorado. They are near neighbors now, but Mr. Wolcott's de- sire for more truly esthetic surroundings will bring sbout a divorce and locate him in the second row, with Senator Manderson on one side of bim and Senator McMillan on the other. ‘MR. WASHBURN TO TAKE MR. INGALLS’ PLACE. One of the best seats in the chamber 1s No. 3 in the second row, now the property of Sena- tor Ingalls. After the 4th of March Mr. In- will have no use for it, and as Senator ‘asburn put in on tion for it some months ago he will get it. The long-headed Minnesotan had a well-developed premonition that Ingalls was going to be defeated, and he is now about to reap the reward which frequently comes to the shrewd. Other Senators might easily have gotten in ahead of Mr. Washburn, and they would have done it had they imagined for a moment that a long-whiskered Farmers’ Alliance man would get away with the wily statesman from Atchison. ‘ME. ALLEN'S MOVE. Senator Farwell's seat is not over desirable— it is im the third row—but it is several degrees above the position occupied by Senator Allen of the state of Washington. This latter gentle- man isthe tip of the republican hora, as it re, and when he addresses the chair the presiding oficer must take his choice between S semi-dislocated neck or what a soldier would term a “left face.” When Senator Farweil re- turns to the classic shades of Chicago Mr. Allen will move his congressional goods and chattels over before the Farwell chair has be- come cool ‘MESSRS. QUAY AXD CAMERON. As things are arranged at present Senator Evarts is sandwiched, like a thin slice of ham, between the two Senators from Pennsylvania. By and by the distinguished New Yorker will take that rusty-appearing hat from its peg in ‘the cloak room, "ied te te place thereof shall | know it no uiore forever. Then will come jn w. Senator Quay's opportunity, and he will utilize it by moving next to Cameron. ME. PADDOCK SUCCEEDS BR. QUAY. Senator Paddock has heretofore sat imme- iately behind Mr. Quay. but he, too, has pro- moted himself by timely application. He suc- ceeds to the seat which Mr. Quay has occupied ever since he was sworn in. He will be a wel- come addition to the front row, for that semi- circular line of legislators, although plentiful: endowed with brains, is not overloaded witl manly pulchritude. Senator Paddock is like his col —Senator Manderson—in that he is both decorative and useful. XR. CAREY AND THE IDAHO SENATOR. The seat which Mr. Paddock vacates will not, however, be long unoccupied, for Senator Carey of Wyoming proposes to put his bulky avoirdupois in that cane-seated and revolving affair. Perhaps the change is one for the bet- ter, because Mr. Carey is in the second row in- stead of being in the extreme rear. There is evidently one man who thinks Carey's old seat is worth having, and if the Senate will only confirm Cay itt's action Mr. Dubois of Tdabo chair and desk now used by the man who dragged Wyoming into the Union by Pe el ea | THE EVENING STAR: WASHINGTON D.C, THURSDAY, FEBRUARY 26. 1891. If Mr. Dubois seat at all it will be the one Carey, in the center of the rear row. Go¥. HILL'S SEAT IN THE SENATE. There will be changes on the democratic side of the chamber, too. When Senator Wade Hampton becomes anex-Senator a new name plate will be put on the desk and on the plate will be “Hill.” ‘That means Gov. David B. Hill of New York. It is a central place in the rear row, but none of the governor's friends fear that it will be inconspicuous. The new oceupant will attend to that. SENATOR BRICE BESIDE HIM. But for the retirement of Senator Brown of Georgia Senator Hill would have had Senator Colquitt at his right hand, and it might have been that some of the devout Georgian’s piety would have found its way into Hill's system. ‘That pomibility, remote as it probably was, no longer exists, for Mr. Colquitt moves away and gives up his chair to Senator “Col” Brice. This cannot be otherwise than agreeable to Mr. Hill. Both men are alleged to be practical politicians, and it has been stated somewhere that both men are New Yorkers. Mr. Brice, however, insists that he is from Ohio, and’ as he was elected to the Senate by an Ohio legislature the ‘odds seem to be with Mr. Brice’s latest state- ment as to the location of his home. NOW MR. REAGAN Lost IN THE SHUFFLE. But saddest of all these changes is the one to so long identified. Mr. Colquitt is not sad; far from it. In s modest and proper manner he Tejoices in his advancement. It is Mr. Reagan Of Texas who is doing the mourning. When Mr. Reagan was promoted to the Senate he pee seatin second row, immediately rear of Senator Harris. It was a better seat = that vicinity, but it did not please Mr. Reagan, besides that Mr. Reagan never did care to occupy what as distinctively his own place. Senator Brown was coutinuously absent on account of sickness, so the Texan just tock possession of the best the house afforded. When December next rolls around Mr. Colquitt will com- acently claim his own, and get it and Mr. Reagan will look around for some other Sen- ‘ators seat. ‘TxRES WR. BLAIR'S SEAT. Another very radical change is the one or- ganized by Senator Pasco. Just now be is very near the extreme left of the democratic side, but when the next Congress puts in an appear- ance Mr. Pasco will be resting in the chair that is at present controlled by Senator Blair—the Tear seat on the main aisle. ‘The position is a most desirable one and Mr. Pasco knows it. ‘MR. FAULKNER'S CHANGE. Senator Faulkner also makes a good move. He gots Senator Eustis’ place; a nice location, right behind Senators Vest and Gorman, aud « first-class place from which to catch the Vice President'seye. This superior point of vantage. when combined with the Senator's growing activity, will make the West Virginian more conspicuous in the next ( than he bas been even in this. He will be in the midat of the ‘ty leaders, and by and by will himself ratiate aes leader of more than ordinary ‘MR. BATE IX BETTER PosrTiox.
