Such a bill com- mends itself to two classes of persons—those who hold that the author's rights to pro- tection of property are the same as other people's and those who desire to build up the American book business. The provisions of ‘the measure are very broad and liberal. The foreign author is permitted to take copyright in three cases as Americans are: 1. When the nation of the foreigner permits copyright to American citizens on substantially the same Dasis as its own citizens. 2 When the nation of the foreigner gives to American citizens copyright privileges similar to those provided for in this bill. 3. When the nation of the for- cigner is a party toan international agreement providing for reciprocity in copyright, by the terms of which agreement the United States can become a party thereto at its pleasure. All books copyrighted under this act are to be printed from type set within the United States from plates made therein. These provisions, it is seen, do not retard but really advance the interest of the American public, whose authors will be entitled to copyright and protection abroad while American literature will have protection at home, and the American book- publishing business, the American printer and the American stereotyper will have a corre- sponding protection. Justice will be done all around, a better class of books reprinted from abroad will be put on the market, the authors of all countries entering on the plan will be benefited, general knowledge promoted and piracy and one branch of Jack Sheppard litera- ture be suppressed. ee The financial system of the republic is nn- dergoing rigid scrutiny. At the capital the Secretary of the Treasury makes a full review of the national finances, pointing out the ine- lasticity of the currency, but recommending no specific remedy th efor. In Congress bills to accomplish the free coinage of silver are intro- duced. The Farmers’ Alliance in session at Ocais, Florida, likewise give the question prime attention. The journals of the country are all discussing finance. The people evidently deem the money question one of paramount interest and importance. There ix no doubt that Seere- tary Windom is right when he says: “In my Judgment the gravest defect in our present financial system is its lack of elasticity. The demand for money in this country is #0 irreg- ular than an amount of cireulation which will be ample during ten months of the year will frequently prove so deficient during the other as to cause stringency and com- disaster.” He points out that the crop Movement in August and September causes an- nually a dangerous absorption of money, possi- bly entailing heavy losses in the agricultural as well as other business interest.
