Meeting of the Board of Officersto Re- organize the Service. The board of officers, consisting of Lieut. Col. H. W. Lawton, assistant inspector general; Assistant Surgeon Gen. C. R. Greenleaf and Major Geo. Davis, judge advocate, met at the ‘War Department today to effect the reorgani- zation of the signal corps, made necessary by the recent legisistion transferring the weather service to the Agricultural Department. The new service will consist of the present chief signal officer, one major, four mounted captains and four mounted first lieuteuants, These officers will be selected from those now on duty in the signal serv- ice, including officers detailed from the line and staff of the army. The com- petition for the places is ver: keen, and there are about twenty-five officers eligible for the places. The majorship is a new office and the interest centeci largely in the selection of the officer for tha; rank. The board has called upon Gen. Greel-, the chief sigual officer, for information touching the personal’ records of the candidates, including their rank in weather prediction, the preparation of meteorological information, work in military signaling and the various other branches of the signal service. By the terms of the act preference in appointment is to be given to the officers having the best record for valuable service. The board will make its recommendations to the President through the chief signal officer. Officers fail- ing of selection to the new corps will retain their present commissions and be transferred to the regular army. The session of the board today was prelimin- ary and it is probable that it will occupy at least & week in the work of reorganization. A FINE FLORAL DISPLAY. The Elaborate Chrysanthemum Exhibit of Small & Sons. The chrysanthemum show in the ware rooms of Small & Sons, at the corner of ith and G Streets northwest, is the most luxuriant and elaborate floral exhibit ever made in this city. ‘The arrangement of the immense number of plants of this beautiful flower is most artistic, aud the size of the blossoms and the varied tints show to what a high degree of excellence the culture of this plant has arrived. Several new varieties now challenge admir tion and among them may be mentioned the Minnie Wanamaker, with massive blooms of the purest white; the President Harrison, a purplish flower with incurring petals; the Lillian Bird, Andrew Carnegie, Mrs. Alpheus Hardy, Tokio, Ada Spaulding, W. H. Lincoln, Oceola, Martha Harvey, Mrs. Irving Clarke and Wm. Bowers, are varieties to which especial attention has been given. ‘There is also a fine display of roses and other rare flowers and a new variety,a white La France rose, is attracting marked attention on account of its beauty and fragrance. In the window is the most elaborate piece of floral architecture ever witnessed here—a com- plete representation of the Capitol, with wings aud dome, with its goddess of liberty. At night ‘this ia lit up with incandescent electric lights and the effect is marvellously beautiful In front is @ fine representation of landscape gar- dening, with plants of various kinds apparently growing luxuriantly. The whole exhibit is by far the finest floral display ever attempted here, and although it only opened yesterday it has already been wit- messed by thousands. It will continue during this week. * Disorderly Conduct on a Street Car. The defendaut again denied that be was under the influence of liquor, and said he had just come from the Evenezer Church, where be had taken part in the services. In its annual report to the Secretary of War the board of publication of the rebellion records says that as the chief purpose of the act of March 2, 1899, was to expedite the publi- cation of the work, it was determined to de- vote « large part of the appropriation for the year to the printing and distribution of vol- umes already in type. With this end in view ten books were published and distributed, con- taining the accounts of the Chancellorsville and Gettysburg campaigns and the important sieges of Vicksburg and Port Hudson. ‘The other departments of the work, however, were not neglected, and the force employed in stereotyping, indeximg and compilation was kept steadily at work during the year. Asa result seven books were stereotyped, carryin the official accounts to the end of 1863, an twelve book; were indexed, of which eleven were practically ready for publication at the close of the fiscal year. ‘The compilation of the second series, relating to prisoners of war, and the volumes of the first series, relating to tho operations of the year 1864, were carried forward as rapidly as possibie by the limited force available. American Meat Products in England. Secretary Rusk has received the fullest in- formation relative to the action of Mr. Chaplin, the British minister of agriculture, who is op- posing propositions looking to the removal of the restrictions of the British government now in force against the importation of American live cattle. The Secretary is notat ail dis- turbed over the matter, but believes that it will be only @ little while before the British government will of necessity be compelled by British business centiment to deal justly with American meat products. Division of the Richmond Diocese. The Protestant Episcopal convention of Vir- ginia will convene in Richmond in 1892 and not 1891, as published. One of the most im- portant questions that will come before it and which is now being agitated will be the propo- sition to divide the diocese of Virginia into two, probubly three dioceses instead of one, as at present. It is probable. though, that the diocese will be simply divided into two—an eastern and a western diocese. ——— GEORGETOWN. Krttep By a Brow on tur Heap.—The death of William Johnson, colored, which occurred Saturday evening, has given rise to a suspicion of foul play. Coroner Patterson held an autopsy upon the remains yesterday afternoon, after which an inquest was deemed necessary. ‘The jury. after hearing the evidence, rendered the following verdict: “The said William Johnson came to his death from inflammation of the brain caused by a blow upon the head inflicted in some manner unknown to the jury.” The — are investigating the case, ‘A hatchet was found in the room on Herring Hill where Johnson died, which it is believed was the instrument used, but by whom is not known, for Johnson was found alone after he was . injured and unable to talk. The case was brought tothe attention of Lieut. Holling- berger by the application of the friends of deceased for a permit to move the body from the place he died to his home in Garrett's alley between Prospect and N. 34th and 35th streets. It was ascertained that the deceased had been attended by Dr. Rich, who had given a certifi- cate that death was caused by, meumonia. Dr. Rich was called Saturday and found the patient in a dark room unable to speak, and, from symptoms of lockjaw, was inclined to the be- hef that he had been injured. He thereupon questioned Johnson, who was conscious, al- though unable to speak. By shaking his head he seemed to deny that he had been injured in any way. Dr. Rich then further examined him and ascertaining that his lungs were congested treated him for pneumonia, In a few hours Johnson died. The police bad learned that there was over the eye of the deceased a bruise made with some instrument and it was deemed best to hold an inquest and an autopsy. The latter revealed the cause of death to be inflam- mation of the brain resulting from the blow and the Jory 80 found. Save or Hiou Sraezt Prorgnty.—The lot on which is the old brick building on $2d (High) street, known as the Montgomery House, was sold a day or two ago for $1.26 a square foot, The haser, Mr. Richard Goldsborough, it is said, intends to erect @ hotel upon the site now occupied by the old landmark. Porice Count SenTences.—In the case of James Green, the colored man whose house in Fowler's aliey was raided Saturday night, a charge of keeping « disorderly house was tried in the Police Court yesterday and Judge Mil- Jer fined him @25 or 30 days in jail.
