All Halloween is the evening preceding All Haliow day—properly called All Saints’ day. Hallow-tide is @ comprehensive name for both days. There is scarcely any time more distinguished than this by the common people throughout the British Isles, This is probably owing to the fact of November first having been one of the four great festivals of ! their pagan ancestors. It was formerly cele- brated by immense bonfires in Wales, Ireland, the Scotch Highlands and even in England; in the latter place up to a very recent period and | | the finances of municipalities is nearly ready, Occasionally at the present time. This custon also prevails at present among the Weish peo- pie, who still practice superstitious rites for divining the future. In Ireland particularly the Ist of November is regarded as the proper time to offer than! for the realized fruits of te earth. ‘The Irish in this regard call it La May Ubbal—that is, the day of the apple fruit, aud celebrate it with feasts of roasted apples mixed in ale or milk. This foliowed very shortly by a supplementary buiiotin showing the financial condition in detail of at least 200 additional municipalities, A third bulletin conceruing giving a full showing of receipts and expendi- tures, with comparisons for 1880 and 189), of the 300 largest cities in the United States.
