THE THE EVE NING STAR. ——WASHIN GTON: THURSDAY. October 30, 1890. TRE EVENING STAR has the fullest Local Circulation of any Newspaper in the Wortd, and as an Advertising Medium ts worth more than all the other papers published in Washington. Judge Alvey is reported by the Baltimore Sun as deciding at Hagerstown that “if a man employed by the government pnuils up stakes and leaves, taking his family with him, he is not entitled to vote here.” From the beginning of the present federal government the servitors thereof have been voting in their several states without successful challenge, and no law imtended to bar them of the _privi- lege they possessed before they ac- cepted government employment has been permitted to stand in tho way. It has been considered that this right is one of the privileges of the federal office holder as a citizen under the constitution of the United States and of his state, in which the govern- ment is bound to protect him. One of the defenses of the un-American condition of tax- ation without representation in the District has been the assumed fact that its resi- dents did not merely from residence therein lose citizenship elsewhere, and might if they so desired exercise the voting privilege im astate. It must be that Judge Alvey’s de- cision upon this point will be reversed. It cannot be that Senator Gorman’s right to vote in Maryland turns upon the question whether he bas moved his family to his Washington house or left them ina Maryland home. And what is/ true of the Senator is true of the humblest | Maryland office-holder residing at the capital. If the people of the District were cut off en- tirely from the exercise of the privileges of American citizens in the states the demand for their independent representa- tion in the Senate and House as a distinct quasi-state containing unrepresented American citizens in sufficient numbers would soon be- come irresistible. The District has a greater Population now than siz of the states, and it has ipereased during the last ten years by a greater percentage than frrenty-four of them, as shown by the census figures just publish a, The Council of Bishops of the Methodist Episcopal Church assembles at the Capital of the United States today. Washington extends s hearty welcome to the Council which repre- sents a great communion that has spread the light of the Gospel into every nook and corner of the republic and far outside into many heathen lands. One of the great objects to be accomplished by the Council is the promotion of the national university designed by this in fluential denomination of Christians for the advancement of higher learning. It cannot be doubted that the mass meeting to be held next Monday, and atwhich the President of the United States is expected to preside, will give to the movement a powerful impetus.
