lll a THE EVENING STAR: WASHINGTON, D.c.. T SD. NO SINEWS OF WAR. Maryland Politicians Carrying Ona Fight Without Money. NO MONEY TO SPEND. Both Parties Conducting Econom- ieal Campaign in Maryland. Special Dispatch to Tax Kvexrwo Stax. Batrmore, Oct. 30.—However it may be in other states this is nota boodle campaign in Maryland, There has not been as little money Spent in any csmpaign in this state in many years and this is primarily because there is none tospend. Very little money bas been dis- bureed from democratic headquarters and the republican headquarters are absolutely with- out funds. The one solitary contribution there ce the campaign opened has been $20. This lack of funds is the direct re- sult of the quarrel in city politics and shows ita damaging influence upon the congressional candidates all over the state. Appeals came in to headquarters from the country districts for help, especially from the fifth district, only to be met with the reply that there is no money in the treasury. Indeed, the committee has wereven had a treasurer, and the finance committee appointed when the headquarters were opened have never held » meeting or col- lected a cent. AXNE ARUNDEL COUNTY WANTS HELP. A request wassent up from Anne Arundel county afew daysago to send down several colored speakers from Baltimore to look after the colored vote, but there was no money to defray the necessary expense. Of course neither of the two warring factions would contribute a cent and those who would doubt- less have contributed liberally have been deter- red by the factional disturbances from doing so. Col. Hodson, the chairman of the state central committee, has actually advertised in the daily papers for contributions and has, in couse- quence, been severely censured by bis party associates. The result of it all is that the can- didates have ceased to look to headquarters for fiuancial and are ranning their campaigns prepmery ses ap they are able to collect within their several districts. CAMPAIGN WITHOUT A LEADER. ‘The whole campaign, except in the districts where the candidates themselves are doing all in their power, bas been directed in a heartless and slipshod Col. Hodson, until this, the last week before the election, has gone to his home in Somerset county regularly every Fridsy and remained until the following Wednesday and sometimes Thursday, leaving the headquarters in charge of a young aud in- experienced secretary, who was himself rarely to be found there. hin the last tew days the committee has bestirred itself a little and is sending out some campaign literature, or rather giving it to those who call for it, as there is no money to pay for sending it out, DEMOCRATS IN BETTER CONDITION, While the democrats have been frequently handicapped for the want of money ther are never in any such desperate straits us their op- ponents. Dr. Nailor read the marriage service froma small book of ivory, clasped with gold, in which was also bound the mar- riage certificate, and in which the ushers and witnesses wrote their names, and after the service presented it to’ the bride. At the close of the impressive service the bridal party drove to the residence of Maj. Hall, No. 1420 15th street, where « reception was held for the relatives of the young pair and friends from abroad, The pariore were profusely decked with palms and cut flowers. A collation was served and the bride and groom received the congratulations and best wishes of their friends. Mrs. Hall wore a superb toilet of black faille, en traine, trimmed with passementerie and having a jabot, collar and sleeves of duchesse lace and with diamond or- naments, Mrs. Wm. E. Sweet of Denver, aunt of the bride, wore an imported mourning cos- tume of dead black silk and crape. Mrs. A. W. ©. Thompson was in black silk and black lace. Senator Gorman has not been to Baltimore a great deal during the campaign. & mass meeting in Congressman Rusi a week or two ago and wi quarters this week. His speech was a disap- pointing one and without his usual vigor. Mr. Gorman is more deeply interested in the result in the fifth and sixth districts, having no ap- prehensions regarding the others. He is par- ticularly anxious for Mr. Compton's success in the fifth district, as they have long been strong personal friends and political al- lies and he ts always ready to gather all the information attainable as to the outlook in that district. Mr. Gorman is confident that Mr. Compton will win, and believes that Gen. Mc- Kaig has an excellent opportunity of defeating Mr. McComas in the sixth district. He says the outlook for a democratic House of Repre- sentatives is most encouraging, and he can see no reason why they should not have a majority in that body. That pretty little story which has been made to do duty a great many times about Senator Gorman’s being afraid to make his promised speech at the Tatamany Hail ratification meet- ing last week has been spoiled by the annctince- ment that he will speak there tomorrow night. THE WORKING OF THE AUSTRALIAN BALLOT LAW, which will be put into operation in Maryland for the first time this fall, will be watched with the greatest interest. It is impossible to tell what its effect will be on the colored and the illiterate white vote and both sides claim that they will derive some advantage from it. In the third. Rusk's district, there is a very large ign democratic vote, composed chie fly of cnena Bohemians and Poles, and the re- ablicans expect that the new law will operate ly against these. But the democrats had an eye to this when the bill was passed and inserted @ section providing that these voters should be allowed an interpreter at the o satig booth. In the fourth, Rayner’s district, there is a large colored vote and here the democrats expect the law to play havoc. Again, itis contended that the colored voter is really in a better posi- tion than the white man who is not altogether illiterate, but who is, nevertheless, liable to make a blunder in his baiiots, because, while the colored man may receive the assistance he needs from the ballot clerk, the white man, if he can read and write, is supposed to go it on bis own responsibility, without any assistance from the ballot clerk. The law allows a man who may spoil his ballot to receive additional ballots not exceeding three, the Pepe baliot to be im each case returned to ballot clerk. If the voting is very heavy aud other voters are waiting to get into the booths to prepare their ballots, the voter occu- ying it is allowed ouly five minutes to prepare bis ballot. If thers is no one waiting he can have all the time he wants. There is little doubt that many bailots will be improperly marked and will have to be thrown out in the count. In many instances where booths have beeu erected to enable voters to learn the new system the mark has been made in the wrong place, though the place where it is to be made was plainly designated. Nine counties are ex- empt from the operations of the law. THE REPUBLICAN FACTIONAL DISPUTE. When Judge Harlan yesterday dismissed the mandamus to compel the board of supervisors of elections to place the name of William H. Daiger, the Henderson republican council ean- didate in the first ward, on the regular republi- ean ticket, Daiger avnounced that he would withdraw from the contest in preference to running as an independent candidate, and his €ounsel notified the board of supervisors of election that the necessary papers of with- drawal required by law would be placed in their hands at once. The board refused to ac- cept the withdrawal on the ground that the oficial ballots were in the hands of the printer and too near completion to have any change made in them. Mr. Daiger is thus competled to run as an independent candidate regardless of bis individual views about the mater. Daiger’s counsel at one time talked of carrying his case to the state court of appeal but they have probably abandoned this ide: was Miss Mae Clinton Jones, daughter of Mrs. Julia W. Jones, who was married last night at 8:30 o'clock in the Mount Vernon Place Church to Mr. Eben B. James of Kane, Pa. Rev. D. M. They will make their future home in Kane, Pa. The marriage of Miss None A. Marsh, daughter of Mr. D. D. Marsh of 1214 D street southwest, and Mr. Henry Ansley, jr., of Toronto, Canada, was celebrated last evening at 8 o'clock in Trinity Church, the Rev. Dr. Addison officiating. Mr. Nelson J. Guenther acted as best man, and the ushers were Mr. Frank D. Evans, Mr. Charles West, Mr. George E. Ansley and Mr. J. Gen. ‘Thomas H. H. Ruger, commanding the department of Dakota, has submitted to the Wer Department his annual report upon the condition of military affairs in that depart- ment He says that no events have occurred calling for actual campaign opera- tions, although the services, on several occasions, have been required of quite strong detachments from a number of posts to support the authority of Indian agents on the reserva- tions, to confine thereto Indians not controll- able by their agents, and to protect and assure safety to settlers in the vicinity of the Sioux reservation who had become apprehensive = trouble. Also it became necessary prevent intrusion on the ceded ‘ands of the Sioux reservation.
