(itospy § NOYES, - Bdlor, THE EVENING STAR has the fullest Local Circulation of any Newspaper in the World, and as an Advertising Medium ts worth more than all the other papers published in Washington. If the democrats should capture the House of the Fifty-second Congress a matter of even Greater importance than the organization ‘would be the making of rules for its guidance. Before the republicaus had changed the entire system of doing business this question of rules was not one that vexed the leaders of the party controlling the House. When the republicans, atthe beginning of this Congress, decided to alter radically the former mode of doing busi- Bess, or rather to create a new system from top to bottom, the only difficulty they encountered was the small consumption of time necessary to be taken from other matters, Public sentiment ‘was clearly in favor of some curtailment of the right of obstruction andthe party in power started with this fact fora leverage. The re- publicans have achieved some important re- sults by the use of the machinery of the new rules. The people, whether approving or dis- approving of particular measures that have been carried or the particular agency by which they have been carried, are nevertheless im- pressed by the dispatch of business. They agree that the Fifty-first Congress is a dividing line between old and new systems; that, in other words, the principle of the restriction of filibustering has been established and that it is not feasible, if possible, to return to the old Gilatory methods. Starting from this point— and if tho democrats shall regain the House they must, if they are wise, start from it—it will be necessary to construct the rules with a view to promptitade rather than the simple protection of miuorities, They may say, how- ever, that there isacontinental breadth be- tween the rules of the Fifty-first Congress and those which they regard as necessary to carry out the general principle indicated in the popu- lar demand for efficieat modes of procedure. ‘The prociso points of divergence from the ex- isting system cannot be forecast and are not in the ken of even the most influential among those who will probably control the policy of that party. But it is very safe to say that the counting of a quoram will not be one of the rules retained. The rule most likely to be re- jected has made the opposition exceedingly sore ‘and there isno spirit of retaliation perhaps strong enough to cause its retention in the face of the universa! detestation of it in the ranks of the democratic party. That party may not capture the House, in which event the most effective of the present rules will probably be- come a fixture in our parliamentary proced- ure, ———-——__-— The police officer who yesterday fired a shot at au escaping prisoner on 10th strect, to frighten him, would have been in a worse con- dition than the prisoner if he had happened to have shot an innocent person with his wild bullet. It may do to take such a risk if tho es- caping prisoner is a murderer or other capital offender,but never when the culprit is merely a petty thief. In this case the #35 for the theft of which the man was arrested was scarcely enough to cause the officer to feel justitied if he had shot somebody.
