THE EVENING STAR. WASHINGTON October 18, 1590, ING STAR has the fullest Local (Cirenlation of any Newspaper in the World, and as an Advertising Mediam ts worth mere than all the other papers published in Superintendent Porter was interviewed in London on Thursday just before sailing for New York concerning the discrepancies be- tween the government census returns in that city and those taken by the police by direction ofthe municipal authorities, While expressing surprise st the difference in the count—194,000 more by police count—Mr. Porter explained it .on two grounds: First, the avowed purpose of the city authorities to make their count greater than the government count, and, second, the method of duplicating, whereby people residing im the suburbs at any distance were counted as residents of New York because they were found at work in the city during the day. Mr. Porter concedes 75,000 as the result Of increase in a difference of time between Jane and October and the natural increase in that period, He proposes to make @ thorough investigation of the matter, but says the law cannot be invalidated to meet the exigencies of any political party. Mr. Porter is not kindly disposed toward the police method of Census taking, and in this particular instanco he is probably justified in his criticism, but as an efficient and accurate method of enumerat- ing the population of towns snd cities the po lice force should bereafter be called upon to act. With proper assistants in doing the cler- ical work a census taker umder directiou of police officers who know the people living in their districts, and will not be im- posed upon by false returns, cannot be other- wise than more accurate than one taken by persons whose interest is but temporary and whose knowledge of their surroundings is so scant as to be practically valueless, Ten years hence another census will be taken and per- haps Mr. Porter may have the opportunity to at least prevent a police count from coming in conflict with the government count, by making them identical as far as lies in his power. ———— What is the poison of the seems to be in 1390 the meat of California, Her ten thousand ear loads of fruits of various kinds on a liberal valuation of ten million dol- lars. make almost half the vaiue of her last year’s wheat crop.
