But it remgins for English and German military men and eminent scholars to discover in the children of the Flowery Kingdom the con- quering race of the great future. Lord Wolseley, tho English general and military critic, goes into prophecy with both of his Wellington boots on. ‘The Chinese who have progressed but littlo in three centuri but who have, according to Wolseley, “every military virtue” will take to arms under a great lawgiver or general and the Russians will go down before them. The trath must be confessed to the shame of the Ameri- cans as @ practical people that our roads do not compare at all favorably with those of Europe and that in many localities they are so bad that they are nearly impassable at some seasons, even for pedestrians. More attention has been paid to the subject of good roads by the northern than by the southern people. But the latter are awakening to the necessity for improvement in this respect. In Georgia and Alabama, two of the most progressive states in the south, the matter comes up in such shape as will probably ensure a speedy re- form. Contemporary with the Farmers’ Alli- ance movement a congress to consider the state of the country roads will be held next month im Atlanta.
