COMMISSIONER RAUM CENSURED. Minority Report of the House Investi- gating Committee. * The minority report of the House committee charged with the investigatiou of Pension Com- missioner Raum has been made public, though the majority will not be ready to report before next session. The minority report complains of the refusal of the commissiouer to produce books and papers that might throw light on the charge that refrigerator stock was sold to Pen- sion Office employes and states that, notwith- standing the sweeping assertion of the commis- sioner that the lists he did produce contained the names of all the stockholders, it appeared from Mr. Smyser’s testimony that other per- sons not named did own stock. Therefore re- gret is expressed that the commissioner felt it necessary to withhold from the committee and the public the best possible evidence on the point. PRADLEE-zanvEa asp THe REFRIGERATOR CoM- PANY. It is stated furthor that it was not until near the close of the investigation that the minority discovered that there was a subsidiary refrig- erating company organized by Gen. Raum, Bradiey Tanner and other persons uot named, Bradley Tanner received no pay for his services from the corporation, but was promoted auring the period of these servicey by Gen. Raum, with an increase of salary from $1,600 to £1,800, without the assignment of any new dutics. ‘The report adds: “We very much regret that Gen. Raum ha: considered it necessary to play upon the di tinction without a differcnee in nomenclature only to withhold and conceal the real status of his refrigerating company and the relation of Bradley Tanner thereto, We declare fora full FROM WASHINGTON TO LISBON. The report recites at length the circum- stances connected with the adoption of the ‘completed files system” and the indorsement 000 by Mr. Lemon, the pension agent, who was soeking to have this system adopted. Comment is made upon the evidence that the gps gery files” order was made January 6 last, and that on the following day Lemon became the surety of Commissioner uum for $12,000 and that the arrangement for borrowing this money was made at the Pension Office, the knowledge of Judge Batcheller to the ears of the President. who at once began to search JUDGE VATCHFLLER. fora vacant office that would prove a promotion. In conclusion the report reads: “Thus it ms to us that the Commissioner of Pensions 6 not properly esteemed the delicate duties and serious responsibilities of his great oflice; nor has he measured up tothat high standard of patriotic consideration for the public sor- vice which should prevail in this department, adjudicating the disbursements of nearly one- third of the entire revenues of the government, The Pension Office ia altogether too sacred a place for the development of the personal thrift and enterprise manifested in this record. It was established that the nation might properly care for those to whom it owes a gratituds too sacred for trifling. It is a monument to the munilicence of a grateful people and its hun- dreds of employes should be ministers of mercy, not stock gamblers, That a place thus hallowed should have been used for stock job- bing or epeculation, converted into a spawning place for corporations and « stall for barter- ing doubtful patents is a reflection upon our government.a degradation of the public service which we think cannot be too strongly con- demuned.” MIGHT HAVE. The lecturer referred to the fact that the college was opposed to all dogmas edicine and as not countenancing any who hemselves homeopaths, allopatha, or by any other term which is restricted in its appli- cation.
