The long immunity from attack by “knights of the road” has caused a feeling of security to exist which was not warranted by the episode of this morn- ing. It is understood that no one except the messenger is permitted in the express car, but this rule is violated every day and ac- cess to the car is as free as to the smoker. Assessor Trimble has been giving the question of the taxation of street: railroads = large amount of attention since he has been in office with a view of having a rule adopted whereby this vexed question shall be settled for good and all, This morning he appeared before the Commissioners in the board room and talked the matter over with them. When the Commissioners asked him for his views on the subject Mr. Trimble said he thought Con- gress the wisest judge of how a railroad should be taxed and thought that if the Commission- ers would take the most recent legislation of Congress regarding the taxation of railroads it would be the most just and proper method that could be adopted. He, therefore, sug- gested that the clause relating to the taxation of the Eckington gnd Soldiers’ Home railroad be adopted, whereby all railroads would be taxed 7; per cent on their gross earn- ings.
