October 2, 1990. a wosHY ‘~ s NOYES. —_ = THE EVENING STAR bas the fullest Lecal (Circulation of any Newspaper in the Werld, and as am Advertising Medium ts worth more than all the other papers published in Washington. ee The session of Congress that closed yester- day will be memorable for the legislation ac- complished and the modes by which it has been accomplished. Of the general measures the most conspicuous were the McKinley tariff, the customs administration: the silver, the anti-lottery, anti-trust, world’s fair, original package, Idaho-Wyoming admission, meat in- spection, original features of the naval appro- priations, land railway forfeiture and depen- dent and disability pension bills, Besides, with other important meagures, the Supreme Court relief, the shipping, bankruptcy and election bills were'left in such a stage that they can be passed at the next session unless the contemplated obstruction to the passage of the last-named measure results favorably owing to the shortness of the time atcommand. By legislation which has been enacted it is pro- posed that the manufactures of the country shall be exchanged on true reciprocity princi- ples with the Southern American nations, the old soldiers of the republic are measurably made free from want, the demand for a larger silver coinage partly complied with, our navy enlarged by three battle ships and one cruiser and provision made for nickel armor that shall withstand the most powerful projectiles of the enemy. But in the estimation of the republicans the most important thing secured by the session was the adoption and for the most part successful application of the new rules in the House by which it bas been able to do these things and prepare the influences that shall operate upon other Congresses yet tocome. The session has been characterized by more friction than usual, although under the circumstances this was to be expected. ‘There have Leen few sessions of Congress since the old times o! high sectional excitement when the personalties have been more frequent or Fancorous, ao oe To the city of Washington and District of Co- Tumbia this has been the most eventful session of Congress in many years. The number of local bills passed or in an advanced stage ready for passage at the next session is large in spite of the fact that the Atkinson railroad bill has obstructed local legislation in the House for several months. The passage of the Rock Creek and Zoological Park bills marks with a ‘white stone the first session of the Fifty-first Congress. These measures are of far more than local importance. The beautifying of the republic's capital is a national matter, for peo- ple from ry state and territory come to Washington, aud the office-holders and others engaged in business here from all sections of the Union have a direct interost in the ques- tions of health, comfort and adornment in- volved in the making of these necessary parka, The selection of a city post office site—one, too, central, convenient, covering sufficient ground and contemplating the erection thereon of a commodious and magnificent building—is @ matter for general congratulation, the city having long been compelled to do without proper facilities for the carrving on of the large and steadily mcreasing postal business. Notable steps in the improvement of street railway transportation have been taken in the stringent legislation requiring the two princi- pal roads to abandon the use of horses and sub- stitute an improved motor within two years. ‘The incorporation of the Rock Creek electric railway is also of importance as rendering ac- cessible the northwestern suburbs of the city clear to the District line. — oo If it was necessary to veto the bill against pool-selling in the District beeause such gam- bling at the race-track is not probibited, then, of course, the bill, now the law, which drove the pool-sellers from the city limits, but not from the District, ought to have been vetoed. Bust the city rejoiced with good reason when the temptation to this demoralizing form of gambling was removed from the crowded streets, when the pool-sellers were driven out- side the city, when access to their establish- ments was rendered inconvenient, and when the demoralization especially of boys and young men in _ business was beset with obstacles and became more difficult, In like macner Washington was glad when s farther step was taken, and the perma- Reut pool-sellers were ejected from the Dis- trict entirely, as proposed by tho vetoed bill. The capital regrets that the pool-sellers hat been invited back to the District from Vir- ginia. It is unwilling to loee the proposed diminution of the evil, because not everything is accomplished that can be desired. It would have preferred a signature of the measure with @ suggestion that there was still another step to be taken in the fight against pool-selling, instead of a veto which re-establishes the Dis- trict’s Monte Carlo. oo Objections are urged against the time made by horses on the new kite-shaped tracks just Bow beginning to find place in racing circles, #0 tospeak, as compared with that made on the old-style elliptical track, because in every instance it is much faster time.
