Bitter experience of the past with the obstacles to development interposed by a sel- fish monopoly has tanght the city to value competition and to appreciate heartily every beneficial stroke of enterprise on the part of its transportation companies, Washington has sbown its apprecition of railroads by assenting to the grant or loan to them of extraordinary privilogesin the use of streets and reserva- tions, not enjoyed in any other city of the United States. ‘There is no opposition to extension of freight facilities east of 34 street and south of the tracks. Citizens have been clamoring for years that the railroad should cease to use the streets ille- gally as freight yards and storage depots, and should purchase ground for its purposes as in other cities, It is absurd ou its face to insin- nate that those who have pushed the road to the point of purchasing ground, instead of ap- propriating public property, are now opposing such purchase and the additional freight facili- ties to be thereby obtained. If it had not been for those who now oppose the Atkinson Dill, the extension of freight facilities, which is now certain, for the railroad itself has been driven to ask for it, would not have been ac- complished, and merchants who will profit by the extension should not for- get this fact. In proof of its assertion that it bas been treated as a public enemy in Washington ‘he railroad ealis attention tu the fact that it has been sued and indicted. [t bas not been so treated because it did only those things which are inseparable from the eatrauce of a railrocd into @ populated city. The people, Congress and the road's charter con- templated necoseary damage of this kind. Suits aud indictments have been brought because the road has violated the law in almost every way in which such a corporation cau offend, and ia its lawlessnees haw robbed the public of The judgments ren- dered, and the indictments sustained, cast no reproach upon the poopie of Washington, who being uniawtuily injured have lawfully appealed to tho courts for protection, but brand the corperation asa law-breaker, and convict it so faz as its lawlessness extends of being # public evens. It is vain to attempt to coufuse pro- tests against lawless acts with unprogressive obstraction of ths proper performance of the fanctions of a common carrier, The railroad’s reproaek of Washington in connection with tue suits and indictments against it is like the attempt of aconvict to secure sympathy for himself against the public by displaying his clipped head aud striped suit, Washington wants the railroad to obey the law, as in other x It wants the road to have additional freight facilities on purchased ground, as in other cities, It wants its parks for the public use and enjoyment as in otber cities; or if @ park is, frum considerations of conven- jence, to be surrendered to the road it wants compensation to the public in improvements or otherwise, as in other cities, Finaliy, and especially it wants the slanghter and trade-odstruction at grade-cross- ings reduced to a minimum, and every enter- prising large city in the country is moving in this direction. Al these things would be ac- complished speedily if the District's legisla- ture were chosen from its peopie; and they are in a fair way to be substantially accomplished by Congress, notwithstanding the railroads slauders and misrepresentations, and the sub- tle influences of ite lobb; NG —_— It is clear that in the eventof a war be- tween the United States and Great Britain Canada would be at our mercy and our coast would be at Grout Britain's mercy.
