The following circular and general order have been issued from National Guard head- quarters: Heapguarters D.C, Mrri, Washington, July 12, 1890, Cmevrar No, & The following information and instructions relative to the annual encampment are pub- lished for the guidance of the National Guard: 1, Headquarters and the offices of the sev- eral staf departments will be located in the build situated between the camps of the first and second regiments. 2. The firing of rifles, pistols or fireworks in camp is absolutely prohibited. Any man disobeying this order will be summarily pun- ished by being stripped of his uniform, drummed out of the camp and dishonorably discharged from the service, 11. The marking or defacing of tents in any manner is strictly prohibited. In case any tents are marked or defaced the company in which it occurs will be required to pay the cost value of such tent. 12. To prevent tearing or straining the can- vas, tent ropes must be slackened at tattoo, and during wet weather; to be tightened again at reveille, or when the weather clears, 13. Men will not be allowed to wash in their tents or throw water in the company streets, Wash benches will be provided adjoining the water barrele at the end of the company treets, 14. No officers or enlisted men will be mitted to wear civilian’s dress in camp. The utmost attention will be given by company commanders to the cleanliness of their men as to their persons, clothing and tents. The men should bathe at least twice during the week, The hair will be kept short and beard neatly trimmed, It should be the endeavor of every man to appear neat and soldierly. ‘The most common faults in dress are colored shoes, colored neckties, caps worn on the side or the back of the hi and coats unbuttoned. While on duty these faults will not be permit- te 15. A large ice waver barrel is provided for each battalion, and will be supplied by the post quartermaster with ice and water at stated in- tervals, ‘faking ice from these barrels, either by officers or men, 1s strictly prohibite 16. All persons not belonging to the camp must leave it at tattoo unless they have per- mission of the commanding officer to remain. 17. No peddlers, newsboys, photographers nor stands for the sale of any urticles will be permitted without special written authority from these headquarters. 18. So much of paragraph 7, general orders No. 14, current scries, as relates to quurter- master sergeants, is hereby revoked, All quartermaster sergeants will embark on the steamer Wakefield at 7 o'clock a.m. 21st instant and on arrival at camp will report to the post quartermaster, 19. In addition to the baggago allowed by paragraph 5, general orders No. 14, current series, each officer will be allowed transporta- tion for ope cot and necessary tent furniture. Any company desiring to use cots must ship them on the steamer Wakefield at 7 a.m., 2ist instant, at their own expense. The torpedo boat Cushing, which left the Brooklyn navy yard at noon Friday and arrived at New London four hours and forty minutes later, has beaten all previous records for speed of transatlantic steamships or war vessels. Her average speed was 25.85 knots an hour. Her speed at the first official trial was 22 knots and a fraction, but her builders, the Herres- hoffs of Providence, R.I., guaranteed a speed of 23 knots. As she steamed past the Vermont and headed up the East river toward Black- well’s Island the long, narrow, cigar-shaped, Jow-floating body, with a queer kind of covered deck and nothing above it but two short and round smokepipes, suggesting the Nautilus of Jules Verne's story, commanded the attention of everybody within sight of her. ‘That she has a marvelous lot of power concen- trated in her engine room has been proved be- fore, and that truth was strengthened wher she sped up the river at arate almost equal to ‘Chicago limited.” The next heard from her was after her arrival at New London, a dis- taneg of 120 nautical miles, made at the rate of 25.35 knots an hour, no account being taken of the current against or in favor of her, She had previously made a maximum speed of nearly twenty-five nautical miles. Some details of one of the most atrocious crimes in the history of Tennessee have arrived from Claiborne county. The affair happened in the vicinity of the Gap in the Mulberry moun- tains, a wild and remote section, It occurred possibly a fortnight ago, though discovery was not made until Tuesday. Sterling Collins, a married man, who lived on thenorth side of the Gap, had been too free with Eliza Gibson, a neighbor's wife. The husband was too care- or too cowardly to interfere, and at last they were ordered by the regulators, a small band of moonshiners who have a little decency, to leave or suffer the consequences. Shortly after the couple disappeared and the general suppoaltion was that they had gone over the and were living together, but on Tuesday two men hunting in the woods not far irom the Gibson woman’s home stumbled over two dead and horribly mutilated bodies, and by their cloth- ing the dead were identified as the missing couple.
