The President and Secretary Windom beve approved the designs of the now treasury notes Provided for by the new silver bill, They were recently prepered at the Bureau of Engraving and Printing in anticipation of the passage of the bill, The notes will be of eight different denominations—one, two, five, ten, twenty, fifty, one dred and one thousand dollars, Each note has a distinctive design outside of its value designation, but all will resemble im form and general characteristics the present: legal-tender note. They will be printed im black on the face and green on the back. In order to prevent raising or alteration the value will be printed in large block letters across the back. This will be done in the case of the ones, twos, fives, tons, twenties and fifties, Block figures will not be used in the case of the one hundred and one-thousaud-dollar notes, as the width of the note will not admit of the use of letters of the desired size. The vignettes of Thomas and Sheridan will be placed exactly in the center of the face of the notes, all the others being placed on the sides of the face. The issue of these notes to meet the earlier demands will be confined to the tens, one hundreds and one thousands, for the reason that it will be impossible to print = sufficient amount of the smaller denominations: to meet the requirements of the act in the thirty days intervening before it takes effect. They will, however, be printed as rapidly ag the facilities of the government will permit, 4 IN FAVOR OF THE RULE. Some Measure for Limiting Debate ig Desirable. The conference of republican Senators last night, to hear the report of the committee ap- Pointed to draft a rule to limit debate, whs at tended by twenty-nine members. Of the eighteen absentees ten of them were reported to be out of the city. Senator Platt presided, The conference lasted two and one-half hours, and it is stated that practically unanimity pre= vailed. The rule as agreed upon by the come mittee was presented and thoroughly discussed, There is as yet the strictest secresy observed respecting the terms of this rule and various versions of it are current. The true one was outlined in Tue Stan yesterday and it is to the effect that after a proposition has been debated for three or four days it shall be in order for any Senator to move that debate thereon be limited under the rule, That motion shall be put without debate and, if adopted, then the debate in question shall cease at the end of six days thereafter, ‘The discussion of the rule revealed the fact that almost every one present was in favor of the adoption of some method of limiting debate. Senator Edmunds is suid to have conceded that this was desirabie, and he outlined the provi+ sions of a rule that would have his approval. After the conference adjourned Chairman Platt stated that the conference had voted by a decided majority that the adoption of rule to linnt debate was necessary, and that the resolution reported by the committee had been recommitted to that committee to be again reported to another conference, the date of which was not fixed. The vote in favor of adopting a rule as stated Was 25 to 2—two not voting. A Senator said, after adjournment, that the recommittal of the rule was due to a disposi- tion on the part of the majority of the caucus to postpone putting it im operation until a necessity arose for its use, ‘The Senate will, the Senator continui take up the tariff bill and dispose of it before considering the election bill. ‘The rale to limit debate will be applied to the discussion of the tariff bill, if necessary, to close the debate on it in time to take up the election bill. The intenuon of the republican Senators to consider the latter, he said, was settled, A SALUTE TO THE FLAG. A Naval Officer Suggests a Way of Showing Patriotism. “Why would it not be a good thing,” queried naval officer of a Stan reporter this morn- ing, “to intuse a little color and life into this practical existence of us Americans? What do Imean? Well, I refer to one phase of which a little has been said and wriften of late. Why not inaugurate a. eustom such as this: Every Saturday afternoon let the Marine Band close its concerts in the White House grounds by playing a national air, such as “Hail Columbia” or “The Star Spangled Ban- ner,” the flag on the roof dropping at the same tame. Then let all who think it proper (and I believe that there are many who do, but ere ashamed to acknowledge it,) uncover while the band plays. This is what is done on ship board every day.
