NOYES...... —— THE EVENING STAR bas the fullest Lecal Cireulation of any Newspaper in the World, and ae an Advertising Medium te worth were than all the other papers published in Washington. ‘The popular branch of the District's legisia- ture never did a wiser and more creditable thing than to vote to reecommit the Atkinson bill. Elsewhere in Tae Stan are printed the names of those who in thie struggle between the people and the corporation had the courage to do what was right and just, notwithstanding the pressure brought to bear upon them to merifice the public for the private in- terest. The community owes a debt of gratitude to every one of these faithful legislators, which it will not for- get. The tight for the people was made boldly and intelligently by such speakers as Hemp- bill, Militken, Moore and Anderson, and was sustained by 91 Representatives, not including some who had spoken vigorously for the peo- ple on previous District days, like Grout, Mo- Comas, Clunic, Lind, Spinola, Stockdale, and Kerr, but who were absent yesterday. If any twoof these friends of the District had been present yesterday (there would have been 166 instead of 164 members present, the point of no quorum could not have been raised, and the motion to reconsider the re- committal would have been leid on the table. ‘Their presence would have ciinched the de- cision of the House. But even with the loop hole left for a reversal of the House's decision, the District has confidence in view of the action of yesterday, that, whatever course the rail- road controversy may hereafter take, Washing- ton’s interests will be faithfully protected by the House. + Editor Bryce of the North American Reviow is considering the propriety of suing the United States for republishing in the Congressional Record without his permission the paper by “X. M. C.” entitled “The Speaker's Error.” A funny statement creditea to Gen. Bryce is that though the Record may not be technically DBewspaper, itis really a journal without an edi- tor.
