Beginning with the patriarch of old times—the first times. in fact—the earliest representative of the human race was the father of the family. The representation principle is found later in the chiefs cr kings when in Greece, Etruria, Latium. Germany, Norseland, Gaul, Ireland— every where except in the far east and the south (omitting Carthage and Lybia) there was a form of representation. But it was reserved for the great Teutonic race in its English branch to develop this principle and here in Parliament and Congress it as reached its highest development. From the knights of the shire sitting as the commons with the borough members sprang the burgesses in Virgmia and the general court in Massachu- setts. The United States Representative was the lineal descendant of the Colonial Representa- tive. At first the Representatives in Congress were chosen on geucral ticket—that is, they were elected by the whole people of the several states voting for all the Representatives, But local representation, always dear to the Eng- lish race, gained ground over the early prac- tice and by the year 183% only New Hampshire, New Jersey and Georgia elected their mem- bers of the House by the old method. Then the seating of the New Jersey democratic deie- gation by the democratic House after a bitter contest induced the next Congress, which was whig, to pass an act providing for separate elections in the various districts. The demo- crate at first did not acquiesce in the law, but finally yielded to the eviden: will of the peo- ple to localize these elections, In the New Jersey cnse the election of speaker and or- ganization of the chamber depended on the admission of the democratic contestants. The new system has worked well in its fifty years’ trial. and the chief objection that lies to it is that sometimes the best men are not nomi- nated because the best men happen to live in districts where they cannot be Rominated or cannot be elected. Under the general ticket system they could. The com- pensation is in the closer representation af- forded by requiring the election to be held by districts. ‘There 1s nothing, however, tu pre- vent a district from going beyond its bounds and iato one of the other districts of the same state to find a nominee. It is occasionally done. But if Congress con- firms the railroad’s illegal occupation of six small reservations or open spaces, though they are ciaimed by the commissioner of public grounds for the uses of their owner, the United States, will it be likely to disturb the road’s legal though theoretically temporary occupa- tion of the mall? If it condones the illegal seizure will it be apt to withdraw the loan? It is believed by the District that no other opportunity: of effecting even an improvement in the occupation of the mall will be had in the House than that which the railroad gives by getting « quorum of the House together and asking a grant of favors, The privileges which the road asks are viewed as the consideration which the public has to offer for this and other improvenents. If Congress now grants the road what it asks and does nothing else, it will deliberately waste the only opportunity which it is likely to have for benefiting the people in the direction indi- cated, and will give away for nothing the priv- ileges which whould be the price of public re- lief. Hf Congress will not exact anything from the road at the time when it is satisfying rail- road demands, it will not do so atany other time, 2 + By all means increase the play-ground fa- cilities which the public parks supply to the chil- dren! The proposition of the sundry civil bil! on this point is both wise and popular. Theo- retically the parks are for public usc and en- joyment and the adornment of the city, and not to be perverted to private business uses by railroads or any other corporations or by indi- viduals, Washington will be glad to see Con- gress act consistently on this sound theory. Preserve and use the park: as the pluy-grounds of the people.
