The police of the South Washington precinct are completely at sea regarding an affair which occurred in that section of the city at an early hour yesterday morning. Sergeant Smith and Officer Hutchinson were sitting at the station house door about 12:30 o’clock when they heard screams and cries of “help” in the di- rection of Fstreet, They went in the direc- tion of the sound and found Mrs. Reese Evans, an aged widow, and her daughter, Miss Bessi Evans, badly frightened because au intfides had been in their room and had attempted ta, use chloroform on them. THE DAUGHTER ORABS THE INTRUDER, This aroused the daughter, and when she awoke the man was still at the bedside. She grabbed at the intruder, sho says, and caught him by the shoulder, Sho says that he wasa large man and she does not think he was a negro, although she could not tell exactly whether he was white or colored. The man, Miss Bessie says, was in his undershirt, and she grabbed him by the arm, tearing what she says Was a gauze undershir:. In the excite- ment neither Mrs. Evans ner the daughter could tell which way THE INTRUDER LEFT THE HOUS™. When the police arrived they found the house securely fastened except that the second- story windows were open. On the floor near the foot of the bed, in which Mrs, Evans and her daughter had been sleeping, were found several pieces of raw cotton similar to some packed sway in a closet in the house. The cotton had been saturated with chloroform and some of the fluid had also beon poured on the floor, FIREMAN KUHN, Mr. Kuhn, who says he was aroused by the screams of tho womon, did not hear any one inthe house. How the man got outof the house is what puzzles the police. He could not have lett by the back alley without being discovered, as an o!d colored woman, who could not sleep on account of the warm weather, was sitting at her window at the time. Scrgeant Barry madea further investigation of the case today and, although some of the neighbors think that Mra. ‘ans and her daughter only imagined that there wasa man in the house, he is satisfied that some one was there and that chloroforin was used, Nothing was stolen from the house, although Mrs. Evans’ money and other valuables were in the room where she and ber daughter were sleeping. Lusk was called in to hear the arguments relative to the application of the Electric Lighting Company to erect overhead wires and also to place conduits in certain alley ways. .The question was argued at length and finally submitted to the attorney for an opin- fon. After that question had been disposed of the question of making the assistants to the Engineer Commissionor assistants to the civil Commissioncrs was brought up, but Col. Rob- ert was not ready to talk about it andit went over. Then came Col. Robert's recommendation that the care of street railroads be taken fron the list of the duties of the Engineer Commis- sioner and given to the care of the civil Com- missioners, Upon motion of Col. Robert this matter went over until tomorrow. The Com- missioners, however, will vote against the recommendation, for it is known that neither Commissioner Hine nor Commissioner Doug- lass is in favor of it. Thei: Desperate Courage Shown to the French Soldiers. From the New York Sun. The tactics of the Dahoman army are to surprise the enemy, attack him in mass early in the morning and surround him if possible. This was the scheme at about 4:30 o'clock on the morning of March 4, when the enemy, in compact masses, emerged on the dead run from the palm groves and hurled themselves upon the French works. The Amazons formed the left flank of the assaulting column, and they poured with almost resistless impetus across the level plain upon the little fort oc- cupied by a force under Lieut. Comperat. At a distance of 600 feet the musketry began to hail shot among them, It thinned their ranks, but did not stay their progress. Up to the very wall they surged, howling like de- mons, showering their bullets as they ran, and began to scale the fortification. Lieut.
