The Dill, however, tends to perpetuate the surface tracks in their present location in several ways. First, if the opportunity to get a hearing by Congress, which the railroad’s application for favors furnishes, ié pot utilized for the benefit of the people, it will be long before the ear of the local legislature will be again secured on this subject, Washington has been trying un- weccessfully for many years to get Congres sional consideration for its railroad griev- ances, If Congress will now grant favors to the railroad without heeding the ap- peal of Washington in that natural connection, how hopeless will be the effort to secure con- sideration and redress of these grievances after ‘the railroad has been fully satisfied and needs only to keep ita affairs from the attention of Congress. The House will never have a quorum prosent on any District day merely for the purpose of relieving local railroad evil, The opportunity must be utilised when ‘the railroad is interested in securing a quorum. Second, the bill gives away for nothing priv- ileges which ought to be made the considera- tion for a removal of certain grade crossings. It robs the public of that with which it might pay for improvements of the railroad ocoupa- tion, If the price of relief is given to the fead without securing that for which it should pay, relief is not merely postponed, it is denied. Third, the bill not only gives gratuitously the ‘tse of streets and open spaces or reservatious east of 434 street. but does the same thing west of that street, over the space from which the removal of grade crossings is sought. Illegal surface tracks are confirmed on the very ground from which such tracks can be and ought to be removed, and additional surface tracks in this space are authorized, increasing the num- ber of persons interested in retaining these ob- structive and dangerous tracks. Will Congress @eufirm and enlarge an evil now if it means in the immediate future to destroy it altogether? Foarth, the bill differs from other proposed measures for the relief of railroad evils only im omitting all provision in respect to grade crossings and other proposals for public welfare. ‘The selection of this measure from among the proposed solutions of the railroad problem and ite approval surely be construed as a disap- proval of the features in which the discarded measures differ from the one approved and as @ Virtual denial of theeelief which they sug- gest.
