It was the year 1912, aud two politicians were discussing the bill just signed by Gov. Gerry changing the Massachusetts legislative dis- tricts. The name stuck and the able states- man, leader of the Bay State Democrats, who had been prominent in the Continental Con- gress, asigner of the Declaration of Indepen- dence, achief framer of the Constitution, ® United States minister to France, a governor of the second great State of the Union, and who closed his career in the Vice President's chair, ame down to posterity inseparably associated With a shrewd political device which all men condemned when it operated against and ull men endorsed when it operated in favor of themselves and their party. What is a gerry- mander? A writer in the July Forwn thus de- fines it: ““Gerrymandering is the art exercised by the party in power when a State is to be divided into districts of making its own vote 0 as far as possible in the election of mem- bers of a legislature or of the National House of Representatives.” This is accomplished by ascertaining from careful study of election re- turns the exact political standing of each county. and then by throwing together as far as possible in election districts the counties in which the opposition party is strong. The re- yult is to give to the opposition control of afew districts with overwhelming majorities, involv- ing great waste of strength, and to give to the gerrymandering party control of most of the districts by small majorities. In placing in the same district counties which have no affinity except opposition strength, natural divisions must of course be ignored, and the districts vary largely in population, and instead of being compact assume the mostextraordinary shapes. The legislative representation ceases to be honest. Do the people think that this jug- gling with figures and facts and popular repre- sentation is right? Not a bit of it, But the politicians say: “Oh, well, this makes things even. The opposition gerrymandered such- and-such States.” of different parties, will agree as to which party has used the gerrymander to the shrewd- est temporary advantage for the party. The Forum article, alluded to above, contends that the Democrats have carried the gerrymander farther than their opponents. the Republicans. Between the extreme partisans of both the great parties are many sober-minded and fair- minded men who deprecate the use of such weapons of warfare, the poisoned arrows and fever infected goods of politics. These honest people will some time or other lay their hand on the legislator and compel him to desist from the nefarious practice of thwarting the popular will by swindling devices, defended however they be by precedent. The nation, down at the core of its great heart, wants honest rep- Tesentation, and the people of the several States, who make the uation, want honest rep- resentation. —— «$= Under the latest conference report upon the District appropriation bill the provision re- ducing the rate of fare on certain local street railways is stricken out, but companies,’ taking advantage of the provisions of the bill, which operate & line or lines from Georgetown to and | beyond the Capitol grounds, are required, under penalty of forfeitin corporate franchises, to substitute on all their lines some improved motor in place of horse-power within two years. This penalty is one of which notice will be taken by the railways to which it ap- plies. The securing of improved motors upon all branches of the two leading lines of the eapital within two years will be a substantial gain for the public. Itis probably better at this time to strive in every way to bring about improved accommodations and equipment of the roads than to attempt to cheapen the fare or to impose any other requirement or re- striction which may tend to postpone or pre- vent these improvements ia the service ren- dered to the public. a Elsewhere in Tax Stan is printed the argu- ment of the Bar Association against the local mechanics’ lien law. The name of the law, and | it is a misnomer, is all that keeps this breeder of frauds in its present shape upon the statute book. The lien which it gives is really for the benefit of material men and not mechanics, The latter are fully protected without this law. They do not need it, and do not take advantage of its provisions, as an inspection of the liens filed discloses. The real interests of the work- ingman are in opposition to the material man’s secret lien. The frauds perpetrated under it upon owners and builders and the danger of a Tepelition tend to discourage building. and to reduce the amount of labor which the city sup- plies to mechanics. The Bar Association sub- mitsa list of twenty-six states and territories in whien the sub-contractor has no lien prior to notice. Atleast the measure of protection against double payments which the law im these states gives to the builder should be furnished to the District by amendment of the existing Jocal law. a The “Keystone” Democrats have renomi- nated the old ticket’ Having run in Pattison and Black during a heavy squall in 1882, they think they can put them safely into port again.
