SEDNEsDAY HE EVENING STAR kas the fullest Local Cireulation of any Newspaper in the World, and as an Advertising Mecium ie worth more than all the other papers published in Washington. ‘The important feature of proposed legisla- tion concerning the management of the local public schools is, in Tu Stan's opinion, that which fixes definitely the legal status of the board of trustees, and makes of that body a citizens’ board with certaim independent powers instead of = mere advisory board, with powers contracted or expanded at the pleasure of the Commissioners, There are reasonable objections, based on experience, to any considerable increase in the number of trustees, and very clearly the Com- missioners, the bonded officers, must control the financial concerns of the schools. But the question is whether the great mass of trustees’ duties, even assuming that the present board were continued unchanged in numbers and make-up, would not be better and more satisfac- torily performed if the board were placed more in the position of similar bodies in other cities, and not continued as the mere shadow of the Commissioners. It would seem that the latter officials mignt weleome relief from direct responsibility for the performance of classes of duties, which from their number and charac- ter are necessarily performed by proxy, practi- cally without even supervision by the Commis- sioners, It is to be remembered that the system of citizens’ boards of trustees with cer- tain independent powers is approved by edu- cators m the great majority of American cities, and that the District schools developed and dourished under this system from their establishment in 1804 until the Commissioners of 1835, acting under an assumed but disputed L authority discovered in the organic act of 1378, abolished the independent board, The schools prospered before this assertion of authority by the Commissioners and have flourished since under au advisory board.
