On Saturday there will bea large exodus from this city. A special train of cars will leave the Baltimore and Ohio depot at 10 p.m. bound for Milwaukee. It will contain a large contingent of the members of the Knights of Pythias order in this city. The biennial con- clave of the order will be held in Milwaukee, begiuning July 6 and continuing until July 12. It is expected that some 400 knights wili go from this city. The uniformed ranks of Wash- ington Division, Nelsou Division and Columbia Division will go ina body. Other members of the order will join the excursion as individaals and help to swell the representation from this city. The payment was made at the city hall by President Mayer of the Baltimore and Ohio railroad, who was accompanied by Mr. John K. Cowen, its general counsel, and Mr. Geo. De B. Keim, one of the directors. ‘The other part of the money for the railroad stock, $2,165,200, will be paid in New York today to City Solicitor Wm. A. Hammond and Col. Wm. H, Love, the mayor's secretary, who went on to New York yesterday for that purpose. It will be paid in certified checks on New York banks. * ee A Revolver as a Floral Offering. Ed Coogan, the young San Francisco iron molder who was shot by Kerr last Thursday, was buried Sunday in Old Mission Cemetery. The iron moiders and nearly all the trades unions turned out and the funeral was one of the largest ever known. One floral tribute attracted much attention. It was a revolver made of violets ona steel frame, and under- neath were the characters of Y. The steamer Rotterdam, which arrived in New York from Antwerp on Sunday, brought the unusual quantity of 4,750 bales of Sumatra tobacco, valued at over $1,500,000. This is‘the largest single consignment—850,000 pounds— ever received at New York, and it may have been hurried forward in anticipation of possi- ble increased duty. Castleman, John Mayer, Annie Me- Mahon and Annie Graham were out rowing op- posite Brockville, Ont., Sunday evening, when Mr. Castleman stood up and began rocking the boat. Suddenly the boat capsized and the whole party were thrown into the river. Mr. Mayer and Miss Graham were rescued, but Mr. Castleman and Miss McMahon were drowned, ————-ee The Bull Dog Captured Him. Two men entered the brokerage office of Mr, E. Swift in Philudelpnia yesterday and inquired for a Mr. Robinson. While Mr. Swift was look- ing at a paper they presented one of the men grabbed his watch, tearing it from the chain, and both rap away, pursued by a crowd. As they turned into an alleyway they ran against a bull dog, who promptly seized one oi the men by the calf of leg and held on until the man had been arrested. The other was captured after a short chase. Mr. Swift is about eighty years of age, and is reputed to be a millionaire, and it is believed that the thieves had other desigus upen him. Melville Prenderberg. a thirteen-year-old boy, was firing off a toy cannon last night in New York. His eyes were burnt out by the powder, his left hand was shattered and his face was severely burned. The Senate late yesterday afternoon took up the conference report on the District appro- priation bill, and discussed it for a hurt time. Adjournment, however, stopped the debate in ite infancy and the bill went over. The debate yesterday was on the clause relating to street railways in the District. The Senate, it will be remembered, added a clause to the original House bill providing “that any street railroad company in the District of Columbia now author- ized to run cars by horses, which shall change its motive power on any of its lines to cable or electricity, in accordance with the provisions of law, shall have the right to issue stock for an amount equal to the cost of making said change, said amount to be approved by the Commissioners of the District of Columbia,” AS ELABORATED BY THE CONFEREES. The conference committee when they reached this amendment added to it considera- bly. The above clause was made to read “that any street railroad company in the Dis- trict of Columbia authorized to run cars drawn by horses, which has changed or may change its motive power un any of its lines now con- structed to cable or electricity, or change its rails in accordance with the provisions of law, shall have the right to issue and sell, at the market price thereof, stock of said company to an amount necessary to cover the cost of mak- ing said changes, the cost of said changes and the amount of said stock sold, together with the price per share, to be fully set forth, under the oath of the dent of said company, and filed with the Commissioners of the District, And any company availing itself of the privi- lege herein granted shall, within eighteen months, wholly dispense with horses as motive power on all portions of its line and substitute therefor the power provided for in the act making appropriations for the expenses of the government of the District of Columbia, ap- proved March 2, 1889, or other modern motive power which shall be approved by the Com- missioners of the District of Columbia, not in- volving the use of overhead wires,” PROPOSED REDUCTION OF FARES. Still another section was added by the con- ference committee and this section is the bone of contention, The added section provides that any street railroad company in the D trict, which, during the calendar year 1889, paid dividends on its capital stock exceeding 10 per centum of the face thereof shall hereafter sell eight tickets for twenty-five cents, good for a Passage over its entire line. OPPOSED BY MESSRS. SHERMAN AND EDMUNDS. Mr. Sherman opposed this section most de- cidedly. He thought the provision calculated to bankrupt any road to which it was applied. The clause, he thought, simply meant confisca- tion of property, and the conference committee should reconsider the report. Mr. Edmuuds made the point that the matter had nothing to do with an appropriation bill. It was simple legislation. He didn't care a snap for corporations which neglected the interosts of the people, but he believed in justice. MR. PLUMB'S EXPLANATION. Mr. Plumb in defending the action of the conference committee said the first section of the amendment was originally inserted at the request of Mr, Sherman, while in last year's appropriation bill general legislation in regard to strect railroads was inserted through the efforts of Mr. Edmunds. The Washington and‘ Georgetown road, he continued, is issuing bonds for changing its horse power into cable and had made these bonds convertible in stock. ‘The price of these bonds ran up to 280 and some- body made enormous profits. Congress should not shelter a speculation of that kind. The conference committee considered that when a road was making 10 per cent the time had come for it to share some of its profit with the public. He did not believe the road would be ruined, but on account of the increased travel the revenues would be enhanced, ‘The presiding officer (Mr. Ingalls) ruled that Mr. Edmunds’ point of order did not apply to a conference report, as the Senate could. reject the report. ‘The bill at this point went over. OUR MARYLAND NEIGHBORS. Serious Accident Near Kockville—Al- leged Criminals Held to Bail. Correspondence of Tax EVENING Stan. Rockvi.xg, July 1. Yesterday evening about 5 o'clock Mr. John P. Johns, contractor for the new court house at this place, and Mr, Samuel Vance of Der- wood were driving along the public road lead- ing to Bell's mill, when their horse became frightened and commenced kicking, wrecking the front part of the wagon and badly injuring the occupants. Mr. Johns received a severe cut on the left leg and was badly bruised about the body. Mr. Vance had his left leg broken below the knee and was otherwise hurt. After the accident Mr. Johns managed to get toa neighboring farm house and was brought from there to this place. Dr. O. M. Linthicum was immediately sent to the assistance of Mr. Vance, and after the fracture had been reduced he was sent to his home. Later in the evening Mr. Johns took a train for his home in Balti- timore. Yesterday afternoon Edgar Watkins, Thomas Dove, Wm. Watkins and a colored boy named John Chase had « hearing before Justice Craw- ford of Gaithersburg on charges of vssaulting and attempting to rob two peddlers who had been staying at the house of Mr. Levi Watkins near Middlebrook for some days. The affair occurred Thursday night of last week, and since that time Ed. Watkins, Dove and Chase have been in jail here. At the hearing this evening an examination was waived by the ac- cused and they were compelled to give bail for the next term of court. Ed. Watkins, bail in three cases, fixed at $800; Thos. Dove, two cases, 2400; Wm. Watkins, two cases, $400; John Chase, colored, two cases, $200. Bail waa furnished for three of the parties, but mu de- fault of bonds Ed. Watkins was remanded to jail. SAM. ——— The Iron Car Company Reorganized. Creditors of the Iron Car Company of No. 120 Broadway, New York, which failed six weeks ago, announced that the company will be reorganized. A syndicate composed of Brown Bros, & Co., Post, Martin & Co. and other bankers, will, it is said, put up $600,000 capital in the new company. Creditors are to be paid in full, partly by notes of the reorgan- ized company and partly by 6 per cent bonds of the newcompany. ‘The prospects for the new company are said to be excellent. Those creditors who hold the joint obligations of the Iron Car Company will have their notes and bonds guaranteed by the Minnesota company. Excursionists Call on Mrs. Harrison. A number of the press excursionists from Philadelphia went down to Cape May Point yesterday and by special arrangement called on Mre. Harrison, Mr. and Mrs. J. V. L. Find- lay of Baltimore and Mrs, McKee assisted in the reception. The President, who will go to Cape May Thursday, expects to spend the month of August in tho Alleghany mountains, at Cresson, with his family, where a cottage has beon provided for his use. A farewell hop in honor of the excursionists was given at the Stockton Hotel last night, which was a brilliant affair. Among those who attended were Mra. McKee, Mra. Findlay and Mrs. Dimmick, who came over from the Presi- dent's cottage and were escorted into the ball room by Mr. George W.
