Grinnell, the pretended assayer. who pronounced the brick worth $13,000, was arrested, but bis accomplices escaped. Gri was subsequently released om $13.000 bail. but when his case was called failed to appear and was defaulted. His bonds- men. Isador J. and Isaac Klous, have now tendered Mr. Penniman £9,000 and the court $9,000 to settle the case against them and the proposition will doubtless be accepted. A Decision. James Williams, a fourteen-year-old boy,who has been selling newspapers at the 15th street and New York avenue junction, has made for himself during the past week an inenviable criminal record. About three weeks ago he and Virginia avenne, and says he intended to hit bim, but his aim was not true enough. ‘This morning he assaulted a white boy named James Kenny. and the mjured boy is now confined to his bed in a serious condition, Kenny and Williams were both selling news- pers abont the junction this morning and Kenpyewas also turajng the switch at the rail- road junction. It was about 7 o'clock when they began skylarking. Kenny, who has been making considerable trouble about the junc- tion, slapped Wiiliams in fun and in a few minutes the boys got around on New York avenue and had A FIERCE FIGHT. Williams got much the better of the strag- gle, but when they parted Kenny threatened that he was going to hit him with » stone. A citizen who saw the fight placed the boys under arrest and took them us far as 12th strect and Pennaylvania avenue. ‘The boys leased them upon their promise to behave themselves. Kenny evidently intended to keep his p:om- ise, for he went baek to his work, but Williams went direct to Schneider's hardware store, near Pennsylvania avenue and 1th street. where he bought the largest penknife he conid tind for 25 cents. He then went back in search of Kenny. Kenny was then sitting on the carriage stone in front of ‘Thompson's drug store and Wiliams was across on New York avenue. Opening the blade of his new knife Willams walked over to where Kenny was sitting and without a word of wai ing he plunged the blade into Kenny’s back. As the assaulted boy jumped up a second xiash was made with the knife and an ugly gash was inflicted in Kenny's leg. Them he turned to- ward assailant and latter STABBED HIM IN THE BREAST, the blade pen etratipg the lung. Policeman Cross then returned and arrested Williams. Kenny was taken to thc Emergency Hospital, where he was attended by Drs. Cannon, Middle- ton and Ellyson. He was afterward removed to his parents’ home, No. 2226 Virginia avenue, in the first preeinet patrol wagon. The wound in the chest that penetrated the lung is the most dangerous of the three, aud may result in the boy's death. = MEDALS AND PREMIUMS. The annual distribution of premiums te the pupils of St. Joseph's School.Georgetown, took place this morning in the odeon atthe Academy of Visitation, Georgetown. Some time ago the Commissioners received a letter from the Senate committee on the Dis- trict of Columbia asking them for a report as to the present rates of taxation and their opin- ion as to what would be a fair, reasonable and Just rate of taxation to be imposed on street railroads. ‘The Commissioners say in their re- ply that they furnished the committee with all the information in their possession and obtain- able by them on that point in their letter of the 2ist of May, They say, however, with respect to the adoption of a general system of taxation for street railroads in the District of Columbix, that they find it difficult to obtain satisfactory data upon which to base an opinion, but from the best information at their command con- clude that the roads should be taxed 5 per centum of their gross annual receipts on traiic and the prevailing rates of annual taxes on the amount of their capital stock and personal es- tate, including cars and horses not purchased , out of the proceeds of said stock, less the amount of their real estate, including struct- urew and tracks purchased out of the proceeds of said stock. Further, that all realestate of said companies, including structures and tracks, should be assessed and taxed as other real es. tate in the District. ‘he present law regulat- ing paving of track spaces to remain in force, hike Commussioners to obtain information as to the laws on the subject prevailing in other municipalities addressed inquiries to the authorities of several of the principal states and received the following answers: In Chicago the tax is €50 per annum on each car; in Philadelphia, $50 per annum each two-horse car and $25 each one-horse car, and $50 additional for each car crossing bridges; in Baltimore the taxation is 9 per cent on gross earnings and the state and city tax on real estate. $5.50 annual license on new cars and $5 annual license on old cars. In New York all franchises of future surface roads are let to the highest bidder and they pay a percent- age on gross receipts, 3 per cent for the first five years and 5 per cent thereafter as a mini- mum.
