So far as accommodation for the government's animals is concerned Congress should not be content with forbidding the District to pay in installments, but should forbid it to pay any part of the expense in any manner whatever. ‘The District tax payer should not be elevated to the position of joint equitable owner with Unele Sam of the latter's buffalo and monkeys and lions and zebras. He has done nothing ively honored. The precedent cause him to be dragged into joint ownership with Uncle Sam of the next Egyptian mummy which is purchased for ex- hibition in the Nationa! Museum. Why should the local tax payer be compelled to buy a zebra ora mummy which he docs not want, title to which goes exclusively to the United States, and enjorment of which is open to everybody and is most appreciated by visitors? He has no control over the zebra or mummy, and cannot cven reimburse himself for his outlays by charging for admission to inspect his un- divided half of the exhibit. All he has to do in the matter is to put up sums of money from time to time equal to the con- tributions of the wealthy republic, amounts to be determined by the latter.
