WASHINGTOD NG STAR has the fallest Local Cirenlation of avy Newspaper in the World, and as an Advertising Medium ia worth more than all the other papere published in ‘The Senate District committee has reported the Atkinson-McPherson railroad bill with cer- tain amendments, which it is claimed prevent the measure from interfering with future treat- ment of the problem of dangerous grade-crose- ings and of the gratuitous use by the road of public parks, and the promise of speedy action in regard to public relief in these matters also accompanies the favorable report upon the amended bill, The Senate amendments ex- clude from the operation of certain provisions of the bill the space between 6th and 12th streets, To be consistent the committee should incorporate this amendment in each of the three sections of the bill. For the purpose of leaving opeu the question what shall be done with the tracks between 6th and 12th streets it isjustas important to forbid the legalizing of the illegal side tracks already there, as to forbid the Commissioners to grant additional | permite for tracks affecting this space or to forbid the railroad to exercise power of con- demnation within these limits, If the Senate shall decide with the committee that this is the fitting time to confirm the road’s illegal use of six small public reservations or open spaces, improved as parks in other parts of the city, and to enlarge the road's freight facilities, but is not the fitting time to decrease manslanghter by abolishing certain grade crossings and to increase the beauty, health- fulness and security of the city, then amend- suents of the kind suggested will be acceptable. ‘They will leave the public with a bare hope of checking this bloodshed st some time in the fature. But in order to furnish even this small comfort they must be inserted in all three sec- tions of the bill. Otherwise their offer is a mockery. The some comment applies to Mr. Atkinson's offer to amend tne second section of | his bill by limiting its operation to the spac eastof 45¢ street. If this limitation is in- serted in tne other sections so that no illegal surface tracks are legalized, and no property may be condemned westof 414 street, then there will be some substance to the offer, and the amendment will not be a mere delusion and snare.
