In their proposals put in last April, the companies, as though by arrangement, united in asking about 25 per cent more than last year’s prices. The in- crease was explained on the ground that the rent of subways and other expenses incidental to the destruction of their overhead wire sys- tem rendered it impossible to do the work at the old figures, But the members of the gas commission could not see it in that light, and said that the bids were all to high. Besides that, they could not have made the contracts at the increased price without exceeding the appropriation. ‘1be companies were told to put in new bids, they agreeing meanwhile to go on per re the new prices. How Alleged Policy Men Get Of. Although the government finds it impossible to get uhearing in the Police Court in the policy cases, except where a defendant is will- ing, the police, since Col. G. Moffatt, formerly of this place, but now of Denver, Col, is visiting his relatives here. —_.—__ A PLATE GLASS SYNDICATE. Englishmen Endeavoring to Control the Principal American Factories. John Pitcairn of the Pittsburg Plate Glass Company isin England negotiating for the close of options on all the plate glass concerns 1m the United States. The syndicate interested in the deal is headed by Pilkington Bros., the extensive plate glass manufacturers of St Helens, England, who for many years did an enormous business in this country. and until recently hada branch house in New York. The plants which it is intended to secure are nine in number, Two at Ellerton, Ind, and Charleroi, Pa., are not yet in operation. Three are owned by the Pittsburg Plate Glass Com- pany, which is largely interested in the syndi- cate project. The others are at Butler, Pa, Crystal City, Mo., Kokomo and New Alba Ind. They have an output approximating 25,- 000,000 feet a year. Until a few years ago nearly all of the plate glass used in America was imported and sold at about $1.50 a foot; now the home menufacture has grown to such a degree that importations nave ceased almost completely and the price has come down to 65 to % cents foot, accord- ing to trade. The business has assumed enormous propor- tions and the profits of the Pittsburg concern alone are not far from #1.000,000.a year. Be- sides seeking control of existing factories, the Englishmen have also joined in the erection of a new plant at Irwin, Pa., for which a site was secured on Monday. Irwin is about 18 miles from Pittsburg on the Pennsylvania railroad’s main line. This plant will be the largest of the kind in the world, and its erection 18 necessary to supply the demand for plate glass. oo His Journey Nearly Over. He Says He Bit Of His Wife’s Thumb by Mistake. From the Philadelphia Times. The trustees and friends of the Rev. Wm Middleton, the colored pastor of the Bethany M. E. Church of Camden, are determined te vindicate their pastor. Last Tuesday he wag arrested and taken before Justice Chester of South Camden on a charge of biting off hig wife's thumb. The charge was made by Con- stable David O. Hunter, on advice of Assistant Prosecutor of the Pleas Ridgway, The case came before the justice, but Mrs. Middleton was unable to appear, being under the care of ® physician, and the matter was dismissed, Mr. Middieton's friends and the trustees of Fe] ti church have employed Lawyers Scovel Harris of Camden to bring suit against Jus Chester and Constable Hunter for faise ime prisonment. Wednesday at Harvard's commencement, a@ on clase day, a representative of the negro race. took a prominent and creditable part in the public literary exercises of the day. This was William Edward Burghardt Dubois, who waa one of the commencement day speakers from the graduating class. He was warmly greeted, His subject was “Jefferson Davis as a Repre- sentative of Civilization.” He spoke first of Davis as a man, paying a warm tribute to him asanoble example of the Teutonic type of civilization. **But,” he said, “‘it is not as aman, but only as a type, that he must be considered. He was a brave man anda noble warrior, but he was morally obtuse. The Teuton met the negro not as @ warrior,but a cringing slave,and crushed him; the Teuton met civilizetion and was crushed.
