THE EVENING STAR: WASHINGTON, GREAT PAPER. What Gaturday’s Sixteen-Page Star Will Be. The hot weather is getting in its summer work, but it has to give way occasionally be- fore the cooling waves from the northwest, while Taz Stan keeps up its good work and yields to nothing. Extensive preparations have been made for Saturday's mammoth six- teen-page edition, which, it is confidently assorted, will excel all its predecessors, What that means the Washington public has no need of being told, for Tux Stan enters every fam- ily circle in the District and its readers know fall well what the Saturday Stars have been. The pen, the pencil, the camera, the telegraph wire and a large staff of accomplished report- eré and correspondents will all contribute to make tomorro’ paper a model one in every respect. The public will be informed of the result of the Stan's advertising contest which closed a few days ago, and in which very gon- eral interest has been manifested. This morning in the Circuit Court, Judge Montgémery, the Hoover will case was sub- mitted to the jury and a verdict was rendered uollifying the will This was the second trial of the case. A large company of guests assembled in the Lutheran Memorial Church, on Thomas circle, last evening to witness the marriage of Mra. Emma Swallow Bartlett, daughter of Rev. Ben- jamin Swallow, and Mr. E. David Brown, all of this city. The guests were seated by Dr. H. M. Cline, Dr. A. J. Brown, brother of the groom; Mr. W. R Shaw and Mr. J. J. Shugrue, who | acted as ushers, Dr. Cline also performing the duties of best man, There were no brides- maids. The bride and groom entered the chureh together and walked up the aisle to the uulpit, preceded by the ushers. The ride wore a pretty frock of India silk in @ delicate fawn shade. It was cut demi-train and the bodice was cut in deep points back and front, and the elbow sleeves were trimmed with lace, The bridal bouquet was composed of Marechal Neil roses. The ceremony was performed by the Rev. J. G. Batler at 8 o'clock, after which the bridal party drove to the residence of Rev. Benj. Swallow, No. 1215 T street. From there Mr. and Mra. What ts Said at the Navy Department of the Speed Trial Trip. Nothing official has been heard yet at the Navy Department concerning the trial trip of the Philadelphia, although the performance of the vessel as told in the morning dis patches was the subject of generz! con- versation, It is generally accepted that the ship has disappointed her builders, who expected her to make at least twenty-one knots on this run, Her actual speed, as calenlated by those on the ship, was 19,50 knots or half a knot higher than the speed called for by the contract. This would give the builders $100,000, at the rate of $50,- 000 for every quarter knot in excese, A PROPOSED SEUOND TRIAL TRIP ON A NEW PLAN. It is believed that the builders would prefera second trial, If this should pe granted it is not improbable that the system of reckoning the speed wiil be changed from the one used yesterday of measuring the course to that pro- | Posed by Engineer-in-Chief Melville and ap- Proved by the commodores’ board of con- struction, that is, by counting the revolutions of the screws and applying the results to a standard scale already dotetmined by actual experiment, This system bas been approvod by other high naval authorities as the only plausible one for use on short courses and where large sums of money are at stake, and is thought to be absolutely correct. The standard scale has already been obtained by running vessels with various-sized screws over a measured mile course and counting the revolutions besides timing the «peed. Thus }the result is absolute and represents | # final speed with all deductions for “‘slip” and | tide already made. In the present trial it was designed that each of the range vessels should | be provided with a tide meter in order to de- | termine the actual forcé of the tide at all points along the course, so that a correction might be accurately made on the result. If the vessels were not in place this correction cannot well be made. Capt. Henry Erbon, president of the trial board, telegraphed Secretary Tracy this morn- | ing that the trip was en! successfal in every way, the speed of the Philadelphia being un- exceptionally high and that the vessel has re- turned to the ship yard, but he gave no details, A COMPLICATED SMASH-UP, It Results in Several Charges in the Police Court Today. Aserious accident happened yosterday after- noon in front of the Marbie building, corner of Pennsylvania avenue and 9th street. Mrs. Malinda Borgia and her daughter were seated in a carriage going east, James Edmonston, & young colored man in charge of two horses attached to a feed wagon, came down 9th street and drove across the avenue, intending to turninto Louisianaavenue. When he saw the carriage coming he urged his horses along and the tongue of his wagon struck vehicle, Both ladies fell to the pavement and the vehicle fell on top of them. Fortunately the animal attached to the carriage was gentle and did not run “ry It appeared that the colored driver had the brake on until he nearly reached the carriage, and his opening the brake was what the defense claimed caused the accident. The ladies were sent to their home on 8th street and the colored driver was arrested by Policeman Oriani, During the excitement Mrs. Borgias' [ee book, covtaining $7, was stolen and homas Hill, colored, was arrested on sus- icion of having stolen it, Today in the Police Sourt Edmonston was charged with reckless driving and Hill was charged with larceny. ‘The former was defended by Lawyer Wilmarth and Hill was represented by Lawyer Moss, In disposing of the case of Edmonston the judge said that his carelessness was merely the want of good pba He did not think there was that degree of carelossness that should enbject the driver to a severe penalty, and mee jim $10. DISTRICT GOVERNMENT, THE REDEMPTION OF OLD CORPORATION OKRTIFI- caTES. Chief Roome of the special assessment divis- ion in a letter to the Commissioners calls at- tention to the fact that the Freedinan’s Saving and Trust Company and others have presented for redemption under the act of Congress ap- proved June 2, 1890, certain certificates of stock issued under the old corporation for special assessments upon which the collector of taxes in 1880 accepted payment from the lot owners in drawback certificates without author- ity from the holder of the stock. He calls at- tention to the case of the First National Bank of New York sania the District, in which the court held the District responsible for money collected for outstanding liens and not paid over to the lieu holder upon demand, In the cases under consideration Mr. Roome says the holder claims the right of redemption of this stock with interest, as his right to look to the property for the satisfaction of the lien has been destroyed by the action of the collector , of taxes m accepting payment in drawback cer- tificates.
