CAPITOL GLEANINGS. Democratic View of the Federal Elec- tion Bill—Other Matters of Interest. Representative Buckalew (Pa.) has filed a minority report embodying the views of the democratic members of the committee on the election of President, Vice President, &c., on the new federal election bill. The report out- lines the objections that will be made by the democrats in the House when the bill is under consideration. The principal objection to the proposed measure is that 1t subjects state elec- tions to federal interference and control. ‘‘Al- though it professedly relates to elections of members of Congress only,” says the report, “it does practically and in fact relate to and operate upon the election of state and local officers of various grades, who are chosen at | the same time with members of Congress. It j interferes with and assumes to dominate state authority as to the manner of choosing pres- idential electors in the several states; it mixes state and federal authority and power in the control and regulation of popular elections, the inevitable tendency and effect of which will be to produce confusion and collision of author- ity and to invite double and di turns for Representatives in Con unnepessary for the regulation of congressional elections, because reasonable and in the main adeguate provision for such elections are pro- vided for by state laws; it involves enormous expense to the national treasury; no part of the expense upon the states for holding popular electious will be removed; the con- nection of the circuit courts with a polit- ical and party scheme like the present is greatly to be deprecated; the powers of the district bye rvisors are inordinate, unrepubli- can and dangerous; some sections of the bill are obseure; the returns made by governors of states are to be wholly disregarded.” In con- clusion it is claimed that the bill violates the spirit and letter of the Constitution, THE INTERNATIONAL AMERICAN BANK. After hearing ex-Chamberiain William M. Ivins of New York upon the subject the sub- committee of the House committee on bank- ing and currency yesterday decided to report to the full committee n substitute for tue bill introduced by Mr. Hitt to authorize the incor- poration of ‘an international American bayk. This substitute establishes control of the bi more nearly in conformity to the pro- visions of the national bank Jaw than does the original bill. Justice Harlan Compliments the News- pupers of the Day. Justice Harlan of the Supreme Court of the United States, in a lecture before the law col- lege of the University of Wisconsin on *Cousti- tutionul Law,” gave the following compliment to the press of the country: “ ‘Nor shail Con- gress make any laws abridging the freedom of the press.” This is wise provision. There are some men stung to the quick by what they see in the newspapers who would favor a law that would place the press of the country under a censorship... Much may be said against the manner in which newspapers are often con- ducted, but I do not think that I over-estimate their value when I say that we depend largely for our real protection in this country upon the vigilance of the press. It is almost impossible, in this country, as long as the press is nut muzzled, for corruption to hold sway for any great length of time. There are those who think that everything is going to pieces; that the nation is becoming as corrupt as all nations of the earth, and the affect to think so because they see many things in the newspapers. I want, however, to ex- ress the conviction that we are a good deal Petter off than we were fifty years ago, Not that I remember myself, but judging from what I have heard, we are not growing worse, we are getting better. The standard of public morality and virtue is higher than it was twenty-five years ago. Prof. Wiley, the sugar expert of the Agricultural Department, made a series of tests and came to the conclusion that the tests at Boston and Philadelphia are about correct, while those at New York are half a degree low. He thought that this indicated a radical defect im the methods employed at New York, and that there should be no difference.
