In the next inning a similar jiece of “chump” running threw away a run. der made a two-base hit and stole second, going to third when Riddle made a second in- effectual attempt to sacrifice, the ball going to Dooley on a throw and being muffed. Then, after the best chances for trying the play were wasted, Riddle was sent down to second and Bader tried to score, but, starting wo late, was thrown out at the rubber. TIRING THE SCORE. In this inning Jersey City tied the score. ‘With one out Brady was hit by the ball, Bader made magnificent catch of an almost sure hit from Dooley, but Jordan muffed Van Alstine’s fly, and both runners scored on Roussey’s rattling two-bagger into Jordan's field. Then for four innings neither side could get a man around the diamond, both pitchers working hard for 4 Yietory with the score tied. Each side scored im the ninth. Hill reached first on a ball dropped by Dooley, the signal for a general demoralization on the part of the visitors, Jordan sacrificed by hitting in front of the plate, Hill having stolen. Bader was hit by the ball very lightly. and Riddle made another try for a sacrifice, with the same good luck, the ball being fumbled bythe first baseman, Hill scoring. Bader reached third on the play, and after Riddle stole he played off the base so as to induce Murphy to throw, when Van Alstine kmdly muffed, and Bader was safe at the plate by a fine slide amid great excitement. AND AGAIN. The visitors tied the score in their half. Dooley was given first on balls and was forced out at second, Gleason making a wonderful one-hand stop of Van Alstine’s seemingly safe hit. Roussey hit for a base and Whistler let a ball drop thrown to catch Quinn, who hit slowly to Gleason. this filling the bases. Murphy bit ont a single which scored Van Alstine, and some folks left the grounds. After a moment's con- sultation Manager Ted decided to replace Underwood by Phillips, and the crowd felt bet- ter. But this wasoniy for another moment. for Fitzgerald lined one out in a second or two into jeft field, aud Roussey scored the tying run. The bases were still full when MeGucken hit a sharp one to /fill, and there the Deacon showed | his coolness. He did not try to throw home, but | took long chances, touching third, and then throwing like ashot to first, putting ont the side by a fine double play. How the crowd yelled! The tenth was not quite as exciting, but it ‘was enough to make one’s blood tingle. Bird bit a hard one to Brady, who first muffed and then lost the bali among his feet, so that the runner was safe. After Gleason had flied out to left. Whistler hit a smashing single to center, on which Bird was badly coached. The train scheduled returning is equally as expedi- tious and pleasant as going. * ARMY REORGANIZATION, Increase and Changes Proposed by Rep- resentative Wheeler’s Bill, Representative Wheeler of Alabama, from the committee on military affai has re- ported with amendments his bill to define the line of the army and to increase its efficiency. The bill provides that the line of the army shall consists of twenty-five regiments of in- fantry, ten of cavalry, seven of artillery, and one ofengineers. This isan increase of two regiments of artillery, but as the number of lieutenants in each regiment is reduced from thirty-eight to twenty-four there is but little increase in the total number of artillery offi- cers. The bill adds two companies to each in- fantry regiment. making an increase of four officers to each regiment. It makes # decrease of twenty officers in the cavalry andlittle or no change in the engineer corps. A letter from Secretary Proctor accompanies the bill, in which he expressed the opinion that the bill was in the main excellent aud practical, GEN. SCHOFIELD ON THE STAPF AND LINE. Another letter from Maj. Gen. Schofield also accompanied the bill, in which the general treated at great length of the relative differ- ence between the staff as represented by the engineer corps and the le. The general spoke of the operations of the engiheer corps and the “line” daring battle, with reference tothe question upon which corps should de- volve the command. Gen. Schofield expressed the opinion that it would not be expedient to give officers of the engineer corps the right to assume command of troops in line, and that they should be placed upon precisely the same footing as to the command of the combined forces of different corps whenever they are re- mired to do daty together. After Tur Star's report closed yeaterday the Senate passed the diplomatic and consular ap- propriation bill, The more important of the Senate committee amendments, previously mentioned in Tue Stan, were the following: Increasing the compensation of ministers to the Argentine Republic aud the United States of Colombia from $7,500 to $10,000; of the min- ister to Denmark from $5,000 to $7,500 and of the consul general to Mexico from’ 2,500 to #4,000, and changing the classes of several consulates, Inserting provisions to carry out the work of the international American confer- ence for the establishment of an international coin or coins and for a preliminary survey for an inter-continental railway. Increasing the item for the salary and expenses of a commer- cial agent at Boma, in the lower Congo basin, from $4,000 to $6,000. The committee on foreign relations had an amendment—increas- ing the compensation of the minister to Turkey from 7,500 to $10,000—but Mr. Hale, who was in charge of the bill, opposed the in- crease when Mr. Sherman offered it. A lively debate ensued and the amendment was adopted. Senator Edmunds offered an amendment to the inter-continental amendment, which guards against any moral or implied engagement to go on with the railway. ‘The amendments were all agreed to and the bili was passed.
