Co_vuses, Ono, June 25.—According to an estimate given out by Auditor of State Poe it wppears that while at the last session of the legislature there was appropriated from the general revenue fund of the state 23.506, 107.76, the total receipts to that fund will be only ¥3,325,239.69, or about £180,000 less than the amount appropriated. Harris Commissioner Roosevelt has sent to the com- mittee on reform in the civil service a letter submitting certain lines of inquiry which he thinks it would be for the advantage of the tervice to have followed in the proposed general investigation into the workings of the civil service, He recommends that the committee hold one aevting ut the rooms of the commission that at may look into the business administration of the commission. The letter says: “We are j ust completing a number of investigations into the observance of the civil service law in the departments at Washington and various local offices. We will submit figures to you which go to show that in DEPARTMENTAL SERVICE AT WASHINGTON, aside from a small special division of the Pen- sion Bureau, the law is working satisfactorily, and is being and has been for the lust haif dozen years observed with substantial integ- rity. On the other hand, in the local offices, e exists the widest Variety in its obxerv- ance, aud in only a few is it ag well observed us at Washington,” Mr. Koosevelt says that the entire force working under the commission, some of which is now detailed from the departments, should be under the sole control of ‘the commission, agat _— the detailed clerks are discrim- inated against in the matter of promotion. In the Criminal Court, Chiet Justice Bing- ham, this morning Raymond Robinson, a col- ored man, was placed on trial for larceny from the person—a scarf pin valued at €10 from Patrick Phillips, May 29—Mr. Bendheim ap- pearing for defendant and Mr. Lipscomb for the government. Mr. Phillips testified that he was stopped at 12:30 o'clock at night on Ponn- sylvania avenue near 3d street by the defend- ant, who asked hiin for aid to pay for poaeine He replied that he had no mouey and detend- ant walked with him some distance and offered to fix his collar, Ina little time he missed his pin and went after and called the defendant, saying he wanted his pin, and it was given up. Three skeleton keys which the prisoner dropped were found. Ofiicer Kenney testified that he was called on and arrested the defend- ant and he acknowledged taking the pin. The prisoner denied that he stole the pin, On cross-examination he stated he was from Florida end had been arrested in Baltimore and Philadelphia and served in jail and ina house of correction.
