On both sides of the narrow road that Jed to the ball grounds small crowds of men and boys could be seen, and from the center of these the cries emanated. In the center stood a middle-aged man, whose hardened countenance was likely to put an experienced man at once on his guard against him. Before him was a circular board loosely padded and supported upon a triangular frame. THE MAN OF THE SHELLS. “He's a ‘shell man,’” said one of the by- standers, in answer to the reporter's inquiries, “But what do you mean by that?” “Wait; yor will see.” “Now, gentlemen, watch the little ball.” The man began exhibiting a small bail about the size of a pea and three halves of English wal- put shells, By a dexterous movement he shpped the ball from one shell to the other and then looked around for a victim. First of all, the dealer, as he is termed, procures three shells and a small ball of sponge rubber, the same as draughtsmen use. The estimated duties on these same articles (or an aggregrate eqaal to that df the fiscal year) under the House bill is estimated at $206,344,977.77, while under the Senate bill the estimated receipts from the same aggregate are $201,689,907.08. The House bill transferred to the free list articles which during the fiscal year 1889 were received in ag- gregate value of $107,921,735.04 and paid duty amounting to #60,736,596.12. The Senate biil transfers to the free list articles valued in the importations for 1889 at €108.919, 907.15 and pay- ing an aggregate duty of €60,599,343.69.
