A Possibility That the River and Harbor Bill Will be Vetoed. It is said that the President has informed the committees of the House and Senate having the bill in charge that he will veto the river and harbor bill if it comes to him bearing the increase put upon it by the Senate committee. The bill carried about 221,000,000 as passed by the House—a sum which the President con- sidered very large—and the Senate added about $4,000,000 to that sum. It is said that the Pres- ident will not sign it under any conditions if the House agrees to the Senate increase. TO PAY THE AUSTIN CLAIM. Senator Hoar this afternoon introduced a bilt directing the Secretary of the Treasury to pay to Florine A. Austin, administratrix of the estate of Sterling T. Austin, deceased, the sum of $59,287, being the proceeds of the sale of 360 bales of cotton. the property of the said Sterling T. Austin, seized by the civil and mili- tary authorities of the United States and re- ceived into the Treasury, as found by the Court of Claims. THE APPROPRIATION BILLS. All except one of the fourteen regular appro- priation bills have been acted on in one or both houses of Congress. But two of the thirteen, however—the army and the Military Academy bills—have passed both houses and been ap- proved by the Preadeat ond ore new laws. ‘The condition of the remaining eleven is as follows: The naval, District of Columbia and the pension appropriation bills have passed both houses and are now in conference. The legislative, executive and judicial and the fortifications bills have passed both houses and are ready for the conference, although the con- ference committees have not yet been ap- pointed. The Post Office, consular and diplo- matic and river and harbor bills have passed the House, been reported to the Senate, with amendments by the Senate committees having them in charge, and are now awaiting action by that body. Phe agricultural, sundry civil and Indian bills have passed the House and are now being considered by the Senate appropria- tions cominittee. The general deficiency ap- opriation bill 1s the only one that has not yet Eom considered by either body, it not having been reported from the House appropriations committee. SPEAKER REED SUSTAINED. After Taz Stan's report closed Saturday » vote was taken on Mr. McKinley's motion to lay on the table Mr. Bland’s appeal from the decision of the Speaker, which sent the silver bill to the coinage committee, and Mr. Reed was sustained. The yeas and nays were taken, reyulting—yeas 144, nays 117—so the appeal was laid ou the table. The following repu licans voted with the democrats against Mr. Mi Kiuley’s motion: Messrs. More Money Granted to Carry on the Caterpillar W Superintendent Smith of the parking com- mission, ins letter to the Commissioners to- day, reported that the $300 recently allowed the commission for the extermination of cater- pillars is exhausted. This sum, he says, has been sufficient ts rid about eight thou- sand of the trees from the pests, but they are now appearing on the lindens, elms and Norway maples, of which there are about 1,300 im the city. He requests that an addi- tional sum of $200 be allowed from the emer- gency fund to continue the good work until the remainder of the fiscal year. MR. BLAINE | emia AND E TARIFF. What He Said Before the Senate Ap- propriations Committee. There appears to be no disposition in any quarter to discredit the general statements that have been made concerning Mr. Blaine’s criticism before the Senate appropriations committee of certain features of the McKinley bill. Mr. Blaine’s position on this question has been well known. He believes in the great good that is to come to this country through the development of the South and Central American trade, and has fre- quently given expression to his ideas on the subject. When the tariff bill wae under consideration by the House ways and means committee he tried to induce the repub- lican members to introduce reciprocal features into the measures. He advocated the general policy of reciprocity. He opposed the uncon- ional increase of duties where such increases might injure our trade prospects with the na- tions to the south and opposed the placing of sugar on the free list without securing any benefit in return. He was willing that sugar should be admitted free, provided the nations benefited by the repeal of the duty would in turn admit some of our farm products free into their ports. He advocated the admission of certain products of South and Central America and Mexico into this country free of duty, by proc- lamation of the President, whenever those countries should admit certain of our products to their ports free of duty. He took this position before the House com- mittee, and what he said before the committee on appropriations of the Senate was in the same line. ONE WHO HEARD THE DISCUSSION. Mr. W. E. Curtis, who was present during the latter discussion, says in the Chicago Nes: I happened to be a witness and the circum- stances were these: Mr. Blaine was explaining to the subcommittee the necessity of making appropriations to carry ixto effect the recom- mendations of the international conference. Mr. Hale, I think it was, inquired what results were to be expected, whereupon Mr. Blaine, in the impetuous manner that is characteristic of him, declared that if sugar was placed upon the free list the greatest results sought for and expected from the international conference would be sacrificed. He declared that it would be the most inexcusable piece of folly the re- [seer party was ever guilty of and that the leaders in Congress would realize it before many months, and that if he was in the Sen- ate he would fight it to the best of his ability. He spoke with the greates: earnestness, and said he would give two years of his life for two hours on the floor of the Senate when the sugar schedule was under consideration. Forty mil- lions of people, he said, had expressed thew willingness to admit our food products free if we would take the duty off their sugar, and in the face of that proposition our Congress pro- posed to put sugar on the free list without asking any concession in return, Neither Mr. Allison nor Mr. Hale dissented, but both ad- mitted the justness of his criticism. Mr. Blackburn, who was the only democrat present, indulged in a little chaffing in « jocular way, and then the committee resumed the consider- ation of the appropriation bill. There was no ill feeling shown, but, on the contrary. all the gentlemen present agreed that Mr. Blaine was right. IT MEETS WITH FAVOR, It is likely that Mr. Blaine’s proposition will meet with much favor in the Senate. The gen- eral comment upon it by those who have not personal reasons for wanting to think other- wise is that the policy he advocates is wise and shows broad statesmanship on his part. He would secure reciprocity of trade between the nations of this hemisphere and so extend and develop-our trade, increasing the prosperity of the whole continent, Death of ¥ Maj. J N. Ww. Wilson.
