Small Boys Look Forward to a Day | The Supreme Body ofthe National Union of Much Noise. THE TOY PISTOL AND THE EAR-SPLITTING TORPEDO | The supreme body of the National Union, a ALREADY MAKE THEIR APPEARANCE—REGULA- TING THE SALE OF FIREWORKS—PRECAUTIONS ADOPTED THIS YEAR BY THE CHIEF OF POLICE. Small children all over the city, enthused with a desire to celebrate their independence on the coming Fourth of July, have already commenced to give their ammunition a trial to determine which kind will make the most noise. One of their amusements in this direc- tion is the placing of paper caps on street-car tracks, which are exploded by the cars passing over them. The noises made by a number of such explosions in rapid succession would frighten almost any animal other than a car horse and cause serious damage. Other horses, however, do get frightened and two or three ranaways, without serious re- sults, have already taken place, The deadly toy pistol is also out in full force, although it is early in the season, Some of the pistols are made of bright metal and resemble the ordi- nary revolver, and itis that style that most of the boys now have. Many of the boys have a habit of frightening persons on the street by suddenly drawing the toy pistols from their pocket and aiming them with some sort of threat at another person. Suchan act on the part of older persons might lead to a fistic combat, and it is likely that before the close of the celebrating season some large boy will fol- low in the footsteps of his younger companions and will receive so severe a jesson that others will take warning, REGULATING THE SALE OF FIREWORKS. Maj. Moore is trying as much as it is in his power to do so to throw every safeguard pos- sible around the sale and use of fireworks. Section 4 of article 9, of the police regu- lations prohibits the manufacturing, storing, keeping or using of fireworks within’ the Dis- trict without a permit previously obtained from the chief of police. Section 5 of the regulations says that no gun, rifle, pistol or other fircarm shall be discharge within the cities of Washington or Georgetown or any suburban settlement without a special permit from the major of police. Auother section provides « penalty of not leas than $5 nor more than $20 for a violation of the fourth section and not less than $10 nor more than 250 for the fifth section. Section 4 of the act of January 29, 1863, pro- vides against the sale of firearms, gunpowder, gun caps or other explosive substances to chil- dren under the age of sixteen years and fixes a penalty of 5 for every such offense. In compliance with the sections of the police regulations mentioned deulers in fireworks are already putting in their applications for r mits, About seven hundred have already ap- plied and it is thought that before the Fourth of July several hundred more applicants will appear. THE PERMITS ISSUED. The permits issued read as follows: “Per- mission is given to--— No. —— to store and sell fireworks from —— to ——, provided no sales are made to any child or children under the age of sixteen years, and further that the fireworks will not b id from stands or stalls on the public streets.” The first provision, as already stated, is a law and is found in Webb's digest, and the other provision is in the form of a rule or regulation governing the issuing of the permits. Maj. Moore deemed it necessary to adopt the Jatter provision as a precaution against danger to both person and property, as mischievous persons are apt to set fire to the Last year some one threw a lighted cigar on a fireworks stand and set fire to the stand. If the terms of the permits are complied with by the dealers there will be no chance for a repetition of such an act. WHY THERE WAS NO GAME. Results of Games Played in Other Cities. It did not appear that enough rain fell yes- terday afternoon to wet the ball grounds sufli- ciently to prevent the game with Wilmington, but there was no game all the same. The Peach Biossoms, unacquainted, it would soem, with the soft, evaporating, disappearing qual- ity of the Washington rain, came to the con- clusion that a game after such a shower was an impossibility, and consequently were guilty of the offense of not reporting. Manager Sulli- van, his colts, andasmall crowd were in at- tendance at the grounds, but as the other side did not turn up the game had to be called off, in face of a comparatively dry diamond. It is probable that the announcement made yesterday by Manager Sullivan that he bad se- cured the services of Jack Wentz, the crack second baseman of the Texas ‘League, ix probably the forerunner of other changes in the home team. O'Brien's habits of late have not been good. and his release was a matter of necessity. Wentz has a good record and is thought to be a steady man. A dispatch was sent out of town last night to the effect that Sullivan was also searching for a new short- stop. being displeased with the poor showing Gleason of late, The veteran's e exemplary, but he has a faculty of disastrous ¢rrors, which are not dfor by hits. A count of the record of tHe last thirty-three games played by the club, in each of which Gleason took part, shows that he made 21 runs. 34. hits, with a total of 40 bases, 47 put outs, 94 assists, and 24errors. THE PRESIDENT’S ANNUAL ADDRESS. =~ In his annual address the president called attention to the present prosperity of the order and stated that its prospects for the future were very encouraging. ‘The greatest growth, he stated, had been in Illinois and Ohio, while remarkable progress has been made in Michi- gan, Minnesota and Missouri. The jatter state is now for the first time, the report stated, rep- resented at the annual meeting. The increase in the membership is stated to be 25 per cent and in the number of councils 333; per cent. ‘The report makes a number of recommenda- tions in regard to changes in the details of the organization. He was a general travelling agent for the firm of McCormick & Co., of Baltimore, and it is alleged that he collected certain moneys for the firm here and misappropriated the same. Some weeks ago complaint was made to In- spector Swindells, and the case was assigned to Detectives Wheeler and Mattingly. An indict- ment was procured and a bench warrant gomg out his arrest was secured. He will be brought here and answer in a few days. Word has also been received of the arrest at Camden, N.J., of a colored man named Wm.
